The definition of delegated officer non-key decisions which must be recorded was agreed by Council on 18 May 2005, is as follows:

Decisions Online (Officer Decisions) is where officers record all decisions involving resources between £100,000 and £250,000 plus:

  • Budget transfers above £100,000
  • Disposal of assets worth more than £100,000
  • Defaulting by major contractors which has resulted in the Council terminating a contract with a value of over £100,000
  • All debt write-offs above £100,000
  • Hiring of consultants above £100,000
  • Payments of more than £5,000 in cases where the Local Government Ombudsman has or is likely to find maladministration

NB: Officers must use the Scheme of Delegation as a reference guide for the decisions which they are delegated to take and which must be included in the Officer Decisions system in line with the above definition.

All relevant decisions within the above categories must be recorded to ensure:

  • transparency: the council must be able to show its citizens, members and external inspectors decisions that are being made
  • propriety: that decisions are being made in an appropriate way, by the right people
