Tenant Management Organisations (TMOs)
A Tenant Management Organisation (TMO) is a means by which council tenants and leaseholders can collectively take on responsibility for managing their homes.
The resident members of the TMO create an independent legal body and usually elect a tenant-led management committee to run the organisation. The TMO can then enter into a legal management agreement (contract) with the landlord. The TMO is paid annual management and maintenance allowances in order to carry out the management duties that are delegated to them.
The services managed by the TMO vary with local circumstances but may include day-to-day repairs, allocations and lettings, tenancy management, cleaning and caretaking.

A history of TMOs in Lambeth
TMOs currently manage over 7,800 properties excluding freeholders; 19% of all Lambeth stock.
The management and maintenance allowances paid to TMOs in 2006/07 was £16 million.
The oldest TMO in Lambeth is Wellington Mills TMC, which was set up by the former GLC 30 years ago. Most of the other TMOs were set up between 1995 and 2000 following the introduction of the Right to Manage in 1994. Blenheim Gardens RMO (2001), Waltham TMO (2003) and Myatts Field North TMO (2004) were the last TMOs to be set up in Lambeth.
The Right to Manage
The Right to Manage gives secure tenants and leaseholders a statutory right to manage the housing service provided to their homes by the council. This right can be exercise at any time subject to the criteria set out in the Right to Manage Regulations (1994).
After serving notice on the local authority of their intention to pursue the development of a TMO, tenants and leaseholders must undergo intensive training and must demonstrate that a majority of the tenants on the estate, or group of properties affected, are supportive of the proposals. The process takes about two years to complete.
TMOs in Lambeth today
Currently, there are two developing TMOs in the borough, Lambeth Towers in Kennington and Patmos Area Community Association in Brixton.
Lambeth is keen to increase the number of properties under tenant management and will provide support to residents who wish to pursue this option for the management of their homes. Tenants who would like to find out more about how a TMO can be set up in their area should contact the TMO liaison officers in the tenant management team. Liaison with TMOs on policy and strategy is done through the TMO Liaison Committee.
