Conservation Area statements

Conservation Area statements are prepared by the council to provide a clear indication of our approach to the preservation and enhancement of each individual Conservation Area.

The statements illustrate the unique qualities of the area and promote an awareness of its character and special interest. They are useful to anyone seeking to erect new buildings, and to anyone proposing alterations to existing buildings or structures in a particular Conservation Area.

The council also uses the statements when assessing the appropriateness of development proposals in a Conservation Area.

What do they contain?

Each statement contains an Appraisal that summarises the location and historical development of an area, describes its character and provides an outline of the key issues and identifies development pressures that are currently a cause of concern. The statements also identify any sites that have a negative impact on the Conservation Area or where an opportunity may exist for improvement of the area by redevelopment of a building or site.

The statement also formulates specific Management Proposals for the area identifying how the council thinks the area can be best managed to preserve or enhance its special character or appearance.

How do we consult with people on Conservation Area statements?

We have a legal duty to carry out public consultations on our Conservation Area statements.

As part of this public consultation, we normally write to all local residents and businesses, as well as local and national amenity groups, and sometimes prepare an exhibition or public meeting where interested parties can discuss the proposals with Conservation and Urban Design team staff.

All comments are taken into consideration and amendments before the statement is adopted.

How often do we revise a Conservation Area statement?

We have recently begun a process of appraising the borough's 60 Conservation Areas. It is planned that each Conservation Area statement will be reviewed every five years – in line with established government guidance. At the same time we will consider the need for additional planning controls.
