Other Licences

We are responsible for Sunday trading registration and non-medicinal poisons licences, and can provide information on consumer credit licences, door supervisor licences, fire regulations, nursing agencies licences and petroleum licensing.

Sale of tobacco to under 18s

On 1 October 2007 the law for selling tobacco changed. It is illegal for businesses to sell tobacco products to anyone under the age of 18 (an increase from 16) in England and Wales.

Non-medicinal poisons licence

The Poisons List Order 1982 contains a list of poisons covered by the Poisons Act. Part I of this list contains poisons that may only be sold by a registered pharmacist. Part II of the list contains the poisons which cannot be sold unless you are registered to do so with your Local Authority.

You must apply to be entered on the Council's list to sell Part II poisons.

You must re-register each year by 30th April.

Sunday trading registration

Following the introduction of the Sunday Trading Act in 1994 there have been no restrictions on shopping hours - apart from Sundays when restrictions are now confined to large shops (defined under the act as those having an internal sales area of over 280sq.m).

To apply for a Sunday trading registration, please write to us with details of the shop.

Consumer credit licence

If a business offers credit or lends money to consumers, or allows customers time to pay for goods and services, it must be licensed with the Office of Fair Trading under the Consumer Credit Act 1974.

Door supervision licences

The Security Industry Authority (also known as the SIA) is responsible for licensing all individuals and companies working in the security industry, including all door supervisors.

Fire regulations

The recent Fire Safety Regulatory Reform Order has eliminated the need for most premises to hold fire certificates, although every commercial premises must be subject to a comprehensive fire safety risk assessment. The London Fire Brigade is reponsible for enforcing fire safety laws.

Nursing agencies licences

With effect from 01 April 2003, the licensing and enforcement of nursing agencies passed from the local authority to the National Care Standards Commission (NCSC).

The Commission for Social Care Inspection replaced the NCSC for this function on 01 April 2004.

Petroleum licensing

The London Fire and Emergency Planning Authority (LFEPA) is the licensing authority for the storage of petroleum in London. You need a licence if you are storing petroleum for commercial or retail purposes.

Taxi and Minicab licences

Transport for London (TfL) is responsible for taxi and private hire licensing and the Department of Transport issues mini bus permits for voluntary and non-profit making organisations.
