Special Treatment Licences

We issue licences for massage and special treatment premises. Special treatments include UV tanning, sauna, waxing, electrolysis, cosmetic piercing, acupuncture and tattooing.

Operating an establisment for massage and special treatments is controlled under the provisions of Part II of the London Local Authorities Act 1991.

The licence must cover the premises and all persons offering treatments. To carry out treatments without a current licence is illegal.

If your premises held a massage or special treatment licence or a cosmetic skin piercing registration under previous legislation you must still have an annual licence under the 1991 Act.

Exemptions

There are exemptions for premises where all treatments are carried out or supervised by members of certain professional bodies - see the application form and pack.

  • skin piercing consent form
  • regulations for annual special treatment licences.

Hairdressing licence

The Deregulation and Contracting Out Act 1994 has removed the need for hairdressers to be registered.
