What is anti-social behaviour (ASB)?

Anti-Social behaviour is serious, even when individual events may not seem to be significant on their own, because specific actions and the repetition of these events can have a devastating effect on victims, witnesses and communities.

There is not a universally agreed definition of anti-social behaviour, which can range from the dropping of litter to serious harassment. The law defines it in terms of criminal activities but defining other types of anti-social behaviour is less clear.

Therefore, the Safer Lambeth Partnership has adopted the Crime and Disorder Act 1998 definition of anti-social behaviour which is:

“A manner that caused or was likely to cause harassment, alarm or distress to one or more persons not of the same household as the defendant”.

Although many types of anti-social or disorderly behaviour may not necessarily constitute a crime it is the kind of low-level, persistent disturbances that can severely impact on the quality of life in local communities. It is when a continuous, longstanding process of events causes distress to individuals or communities when they are repeatedly subjected to abusive behaviour from individuals who typically are known to them. It includes behaviour such as noise nuisance and other environmental crime, and verbal abuse and intimidation.

In order for us to take action against people involved in anti social behaviour it is important for us to gather evidence. One method that we use to do this is nuisance diary sheets. If you have problems with anti social behaviour you can use these diary sheets to record important information for us and send them, free of charge, to the anti social behaviour unit.

Four mains categories of ASB

There are four main categories of Anti-social Behaviour identified by the Home Office. These are listed as:

Misuse of public space 

  • Taking drugs 
  • Sniffing volatile substances 
  • Discarding needles/drug paraphernalia 
  • Crack houses 
  • Street drinking 
  • Begging 
  • Prostitution 
  • Inappropriate sexual conduct 
  • Inconvenient/illegal parking

Disregard for community/personal well-being 

  • Noisy neighbours 
  • Loud music 
  • Shouting and swearing 
  • Drunken behaviour 
  • Throwing missiles 
  • Urinating in public 
  • Misuse of air guns 
  • False calls to emergency services 
  • Uncontrolled animals 

Acts directed at people 

  • Intimidation/harassment 
  • Verbal abuse 
  • Bullying 
  • Sending nasty/offensive letters 
  • Obscene/nuisance phone calls

Environmental Damage 

  • Graffiti 
  • Damage to bus shelters 
  • Damage to phone kiosks

How can we help you?

There are ways to tackle any anti-social behaviour that you may be experiencing, to work out the best solution we will meet with you to find out: 

  • Details about the problem
  • If other people are affected 
  • Where and when the behaviour has happened 
  • What effect it has on you

Please keep an accurate record of incidents, this is vital if legal action is going to be taken against the perpetrator.

We will investigate the problem, and give you advice on the best way to solve it. We may bring in expert help or make sure your case goes to the right people so you get the best possbile help and support.

We can help solve some cases informally, or through mediation. In more serious cases we may ask you to keep a diary of the behaviour, and collect evidence such as photographs or tape recordings.

Anti-social Behaviour Order (ASBO) offenders

Respect Task Force

Lambeth work with the Respect Task Force to delivered programmes to combat anti-social behaviour within the borough. The Respect drive is a cross-Government strategy aimed at helping to create a modern culture of respect by addressing behavioural issues in the community.
