Anti-social Behaviour Order (ASBO) offenders

The purpose of Anti-Social Behaviour Orders (ASBOs) are to protect local communities from the harassment, alarm or distress that can be caused by anti-social behaviour.

In Lambeth we are taking a tough stance on anti social behaviour and drug offenders to challenge the image of Brixton as an easy place to buy drugs.

The principle behind the Safer Lambeth Partnership's policy of identifying individuals subject to anti-social behaviour orders is not to shame or embarrass those individuals but to reassure communities that the Partnership will take tough action against those who commit persistent anti-social behaviour.

A case-by-case approach will be adopted with each case judged on its merits as to whether or not to publicise the details of an individual who is subject to an ASBO.

The Safer Lambeth Partnership will seek to ensure that as a result of this policy:

  • local people have the information they need to identify and report breaches by individuals subject to ASBOs
  • victims and witnesses know that action has been taken to protect them and their right to live without fear
  • local people are reassured that if they report anti-social behaviour, appropriate and effective action will be taken by the council, the police or other agencies 
  • the perpetrator is aware that breaches are more likely to be reported because details of the order are in the public domain
  • the message is spread that orders are being used and this will act as a warning to others who are causing a nuisance, harassment, alarm or distress to others.

Recent offenders

Here you can view the faces and details of people who have been convicted of buying or selling drugs in Lambeth and have had a ASBO served on them - sending out a strong message to deter drug crime and show what we are doing to tackle the anti-social behaviour problems. Anyone convicted of buying or selling drugs and those who receive an ASBO for any offence in Lambeth could find their name, photograph and full details of their offence here, for the community to see.

Below are the first offenders to appear on the site. Over the coming months we will add to this gallery with new offenders who have been served with an ASBO in the area.

Amanda Watson

Amanda WatsonAmanda Watson, 39, was issued with an ASBO in July 2009, following more than 500 arrests, mostly for prostitution.

Miss Watson is prohibited from:

  • entering the area marked out in her map including both sides of any boundary road or footpath, save for the purposes of attending treatment in Lambeth.
  • loitering for the purposes of prostitution within the London Boroughs of Lambeth and Wandsworth.

Alan Binstead

Alan BinsteadAlan Binstead, 51, was issued with an ASBO in August 2009, after a string of convictions for aggressive begging on Clapham High Street.

Mr Binstead, a drug user, was also arrested for possession of heroin and cocaine.

He regularly sat outside Sainsbury's supermarket, Clapham High Street begging for money with his dog. Mr Binstead's dog was often unleashed and free to run on the footpath, frightening pedestrians. He was also verbally aggressive to nearby residents, Sainsbury's staff and Police.

Mr Binstead is prohibited from:

  • sitting outside any business or premises or cash points on Clapham High Street
  • entering the Willard, Cetra and William Bonney Estates (including Nelsons Row and Triangle Place) as marked and outlined in Mr Binstead's maps.
  • entering any Sainsbury's store within the London Borough of Lambeth
  • begging in a manner causing or likely to cause any person harassment, alarm or distress anywhere within England and Wales
  • having in his possession any illegal drugs or drug-related paraphernalia in Lambeth.

Eric Annoh

Eric AnnohEric Annoh, 34, was issued with an ASBO at Camberwell Green Magistrates Court in March 2009 after frequent arrests for mugging people, dealing and using drugs.

Mr Annoh is prohibited from:

  • entering, or being within the exclusion zone edged in red comprising of the Brixton "No Deal Zone", including both sides of the boundary roads and pavements, except when attending the Pavillion Project by written appointment, in possession of an appointment card and to travel directly to the Project from the boundary of the exclusion zone
  • acting in a manner that causes or was likely to cause alarm, harassment or distress to any other person not of the same household within the London Borough of Lambeth
  • having in his possession or control in any public place within the London Borough of Lambeth any prohibited drug.

Gozohon Aolio

Gozohon AolioGozohon Aolio, 30, was issued with an ASBO by the Courts in February 2009, after frequent arrests, including harassing and threatening women and exposing himself in Brixton Hill.

Mr Aolio is prohibited from:

  • engaging in abusive and threatening behaviour directed at any person not of the same household as himself in England and Wales
  • exposing his genitals in a public place in England and Wales.

Mr Aolio was also evicted from his Lambeth Council flat because of his anti-social behaviour.

Anthony Peters

Anthony PetersAnthony Peters, 26, was issued with an ASBO from the Courts in March 2009 after a string of convictions for vehicle crime.

Mr Peters committed 47 vehicle-related offences, such as breaking into cars, in two years. He has recently breached his order in Chelsea by breaking into a car.

Mr Peters is prohibited from:

  • entering the London Borough of Lambeth except for SE5, as indicated in Mr Peters' map, and except when attending a prearranged meeting at the Probation office in Stockwell Road (a letter of appointment must be carried whilst in the exclusion zone).
  • having in his possession or control in any public place any item manufactured or altered for the inhaling or ingesting of any prohibited drug.
  • entering or attempting to enter any unattended motor vehicle in England and Wales in respect of which he does not have the owner's consent.
