Noise Problems

Living in a vibrant and diverse borough such as ours means that there will sometimes be noise around. But you don’t have to put up with constant, unreasonable noise especially at night.

Noise from another home

This could be constantly barking dogs, loud music or television, shouting, DIY or burglar or car alarms. If the noise is caused by a neighbour and you cannot resolve the problem, report it.

Noise on the street

Street Cleansing

  • All streets are visited for cleansing on a regular basis. 
  • We will empty litterbins as often as is necessary to prevent them from overflowing. 
  • We take enforcement action on people who dump their rubbish, drop litter or throw litter out of car windows. Fines range from £75 to £2,500.

Fly-tipping and dumping

Dumping rubbish is illegal, dangerous and can bring down the perception of your neighbourhood. 

  • If the rubbish is on land owner by Lambeth City Council, we will remove it within one working day. 
  • If the rubbish is on private land, the council will seek to ensure the landowner clears it up but may take legal action if the landowners does not clear it up. 
  • We take enforcement action on individuals and businesses guilty of fly-tipping. Fines can be up to £20,000 with a six month prison sentence. If the case is taken to Crown Court, fines can be unlimited.

Flyposting

Flyposting is illegal and we pursue prosecutions against flyposting companies.

Dog fouling

Not cleaning up after your dog has fouled is a criminal offence. Not being aware your dog has fouled is not a defence. Any person who fails to clear up after their dog has fouled whether on a pavement, grass verge or land to which the public has access is guilty of an offence and if subsequently convicted in court could be fined up to £1,000.   • Patrol areas and issue £75 Fixed Penalty Notices (FPNs) to dog owners who do not clean up immediately after their dog has fouled. 
  • Prosecute for non-payment of FPNs which can incur fines of up to £1000 if found guilty. 
  • Seize any dogs that are out unsupervised and straying. 
  • Clean public land that has been fouled.

Graffiti

  • We will remove offensive graffiti (that which is racist, sexually explicit or abusive) within 24 hours. 
  • Other Graffiti: we will take action on graffiti that you report to us.

Sharps and Needles

We will remove dangerous items from areas to which the public usually have access, and from the gardens and yards of public houses, free of charge. 

We will also remove items from business premises, but we may make a charge.

Noise from construction sites and road works

Construction sites are a common source of noise pollution.

Lambeth Council has drafted clear, simple guidance for building contractors designed to minimise disruption and noise. Phone Environmental Health on 020 7926 6111 for a copy of the guidance. Briefly, the guidance recommends that contractors (and subcontractors) should inform local residents prior to work commencing and they should provide contact details.

The guidance also specifies that noisy construction work should normally take place between the following hours: 

  • Monday-Friday, 8.00am - 6.00pm 
  • Saturdays, 8.00am -1.00pm 
  • Sunday/Bank Holidays: No noisy activities

Tenancy agreement

Responsible parenting and antisocial behaviour

In some families children are out of control. These young people affect the lives of everyone around them: their families, other children and young people, and the communities their live in. The city council will not allow a minority of families to make life a misery for their neighbours.

When parents ignore a child's truancy, antisocial behaviour or offending, we will use preventative, intervention and if necessary legal action, including parenting orders, to change the behaviour.

Parents have a vital role in helping their children to grow up safe, healthy and successful. It’s in the interest of the child, the family and the community that we act firmly and fairly when these responsibilities are neglected.

These are the minimum standards of behaviour we expect from parents of children who have been acting antisocially.

We expect you to:

  • To be there for your children. 
  • Accept that you are responsible for your children and what they do. 
  • Keep them under control. 
  • Guide your children-teach them right from wrong.
  • Make sure they go to school. 
  • Know where they are, who they are with, what they are doing. 
  • Keep them away from people who will get them into trouble.
