Noise Nuisance Scrutiny Commission
The Noise Nuisance Scrutiny Commission was established to develop ways of reducing annoying noise in the borough. The commission members looked at three questions related to nuisance noise in a bid to find the best ways to deal with it. These were:
- the main concerns of people who have experienced noise nuisance and the council's noise control service
- whether the council is fulfilling its obligations efficiently and effectively
- how to turn the service into one of the best in London.
The commission held several evidence gathering public sessions in order to achieve their aims.
The first meeting, which took place on Monday 29 November 2010, received officer reports about the service. At a second meeting on 12 Janaury 2011, the commission members heard from residents who had personal experiences of noise nuisance in domestic settings.
The third public meeting on 8 February looked at noise issues specifically related to housing and commission members heard from Lambeth Living, Registered Social Landlords and Tenants and Leaseholders representatives. A fourth meeting was held on 17 February to examine noise related anti social behaviour and the licensing and policing perspective. The commission held a final public meeting on 10 March to examine noise related to events.
The Commission completed its work during the summer of 2011 and presented its findings for consideration by the Environment and Community Safety Scrutiny Sub-Committee on Thursday 8 September 2011. Read the Commission's report.
The report contains a number of recommendations which if implemented should ensure that the response to noise issues in Lambeth is better coordinated and communicated and more effectively delivered.
The Cabinet's response to the Commission's recommendations will be considered by Cabinet in November 2011.
