Devolved and delegated school funding

Schools are able to access high quality support and provision using resources devolved or delegated by the local authority. Resources are allocated according to an agreed local formula or by specific grant calculators / calculations.

All local authorities are required to determine school budget shares to be allocated to schools each financial year via a resource allocation formula, which must be developed following consultation with all governing bodies and headteachers. There are no particular conditions set to make a school use this delegated funding in a particular way.

Alternatively, if funding is devolved to schools, conditions may be placed by the local authority on how it may be used. For example it may only be used to fund behavioural support.

Whether authorities choose to devolve or delegate funding to schools they are required to ensure that they retain enough money centrally to meet their legal obligations.
