An opportunity to improve Lower Marsh

Lower Marsh is a historical shopping street at the heart of Waterloo, which has operated a street market more or less continually for over 150 years.

Located next to the South Bank, an internationally important cultural centre, parts of Waterloo still remain inaccessible and cut off. Lower Marsh in particular lies hidden behind Waterloo Station, London's largest rail terminal.

The street has much to offer. It has an attractive array of buildings and a diverse mixture of local shops. The street market, whilst currently operating well below capacity, has the potential to act as a significant draw to the area. However, the routes to the street, through tunnels and along highways, can be confusing and unwelcoming for pedestrians and shoppers. The design of the street does not encourage people to stop and stay. This has a knock-on effect on footfall and trade for local businesses.

The primary aim of this scheme is to address these issues of accessibility, way-finding and safety in the proposed project area through physical improvements that will benefit all users of the street, from residents and visitors to local businesses.

The improvements will be delivered in a phased, strategic way.
