Is it all right if I change my mind about moving?

Yes, at any time you can tell us that you no longer wish to be considered under this scheme.

If I have rent arrears can I still apply?

Yes in most cases, but you must agree for any monies owed to be deducted from the cheque. You'll start again with a clean slate. Unfortunately however if your rent arrears is above what you would be entitled to once moved you would not be eligible for the scheme.
