Area guidance

We prepare area specific SPDs which provide more detailed guidance to give certainty to developers about our and the community's expectations, and set out any local contraints.

Waterloo Area SPD

Waterloo Area SPD, adopted on 8 June 2009, promotes high density development around the station and a strategy for improving the quality of the environment and local facilities.

This document has been updated to accord with the Lambeth Local Development Framework Core Strategy adopted January 2011. Consultation was undertaken in June and July 2011. Comments from the consultation will be reviewed and a final version of the document will be presented to Cabinet towards the end of 2011. Vauxhall Area SPD

The draft Vauxhall Area SPD was approved for public consultation on 28 July 2008, and consultation was held during October to December 2008. Comments from the consultation have been reviewed and we are currently working on a revised version.

To ensure that all planning documents are aligned, the Vauxhall Area SPD will be finalised following finalisation of the Mayor of London's Vauxhall/Nine Elms/Battersea Opportunity Area Planning Framework (VNEB OAPF), in late 2011. 

The finalisation of the VNEB OAPF will be informed by the Development Infrastructure Funding Study, (DIFS) commissioned by the GLA. The GLA carried out public consulation on this which ended in December 2010.
This will be used to propose a planning tariff to be applied on all developments in the VNEB area.

Brixton Town Hall SPD

We are currently preparing a Supplementary Planning Document (SPD) for the Brixton Town Hall triangle which has been identified within our Future Brixton Masterplan as a key area with potential to significantly contribute to the long term improvement and regeneration of the town centre. The key objectives for regeneration of the Town Hall triangle are:

  • refurbishment of key landmark buildings and redevelopment of underused sites to provide increased community, retail, residential and cultural facilities to strengthen the town centre
  • creation of a civic hub of public sector facilities around a new open space
  • improved and safe permeable pedestrian routes and connectivity between Brixton Hill and Acre Lane, and between Brixton Hill to St. Matthew's Gardens and Brixton Central Square
  • ensure new active frontage uses along Brixton Hill and Acre Lane.

We intend to publish a draft version of the brief for public consultation in 2012.

Development briefs

We prepare development briefs from time to time to provide guidance about the development of specific sites. These briefs set out our ambitions in relation to matters of land use, urban design, amenity, transport and other issues.

Development briefs provide guidance to developers, the community and other interested parties about the constraints and opportunities presented by a site and the type of development expected or encouraged by us.

The main purpose of these briefs is to:

  • promote opportunities for development as they arise and to attract investment
  • provide advice and guidance as to the types of development appropriate and promote high quality design.

An approved development brief will be a key factor in deciding planning applications.

Former Waterloo International Terminal Statement of Planning Principles

In March 2010, we prepared interim planning guidance for the former Waterloo International Terminal in advance of full guidance being provided later in the year for the entire station site in the Waterloo Interchange Development Brief.

The guidance provided in this statement is specific to the former International Terminal and is intended for the benefit of its landowners to allow proposals to progress ahead of any main station developments.

The guidance is derived from London Plan and our policies which have been subject to public consultation processes and other statutory requirements.

This document is now superseded by the Waterloo Station and Interchange Development Brief.

Waterloo Interchange Development Brief

The Waterloo Station and Interchange Development Brief provides specific guidance for the station landowners and their development partners in the preparation of schemes to redevelop the station which is at present operating at maximum capacity.

To accommodate projected increases in passenger numbers using the station, substantial redevelopment of the station will be necessary to relieve significant congestion and provide an efficient interchange for all modes of transport.

The development brief will consider constraints and opportunities and ensure integration with forthcoming public realm improvement proposals around the station.

Consultation was undertaken in June and July 2011. Comments from the consultation will be reviewed and a final version of the document will be presented to Cabinet towards the end of 2011. The updated documents can be viewed on the Waterloo Station and Interchange Development Brief page.

The Sustainability Appraisal Scoping Report for the Waterloo Interchange Development Brief was published for consultation in December 2009 with a closing date for responses on 18 January 2010.

West Norwood Major Development Opportunity (MDO38) Development Brief

We have produced a Development Brief for the Major Development Opportunity (MDO38) in West Norwood – land between York Hill, Norwood Road and Lansdowne Hill.

Consultation on a draft version of the brief was carried out in July and August 2007, and the revised version of the brief was adopted by our council on 20 December 2007.

Clapham Leisure Centre and Depot Development Brief

The development brief was approved by our Cabinet on 10 September 2007 and wil be reported to our full council in November 2007 for final approval.

We are seeking to provide new leisure facilities in Clapham as part of a wider redevelopment of this site and the brief sets out the planning principles that will guide the development. The project is known as Future Clapham and intends to deliver new sports facilities in 2010.

The council consulted on the draft brief in May / June 2007.
