Local Development Framework (LDF) Sustainability Appraisal process
Sustainability Appraisal (SA) is a statutory requirement and an integral part of the preparation of LDF Development Plan Documents (DPDs). The purpose of the SA is to promote sustainable development by integrating sustainability considerations into the plan making process. The SA also incorporates Strategic Environmental Assessment (SEA) as required by the SEA Regulations.

Scoping report consultation
We are seeking comments on the Sustainability Appraisal and SEA of the Lambeth Core Strategy and other Development Plan Documents scoping report (September 2010 Revision), during a five week consultation period from Monday 18 October to Monday 22 November 2010.
The report has been prepared by CAG Consultants and ENVIRON for the London Borough of Lambeth. It revises and updates the SA and SEA Scoping Report for the Lambeth Core Strategy (March 2009) for use on the Site Allocations DPD and the Development Management DPD.
The report is also available to inspect at the Lambeth Planning Offices, Phoenix House, 10 Wandsworth Road, London SW8 2LL (by appointment only). Copies for inspection are also available at all Lambeth libraries during normal opening hours.
Scoping forms the initial stage of the SA process and consists of the collection of baseline data and information on other plans, policies and programmes that can have an influence on the production of the LDF. The data collected sets the context for the appraisal, helps to identify the key sustainability issues, objectives and targets for Lambeth and establishes the framework for the SA.
We would like to gain a wide range of views on the issues presented as well as the SA framework set out in the scoping report. While comments on all aspects of the report are welcomed, consultees are particularly invited to respond on the following questions:
- In light of the scope of the LDF, are there any additional relevant strategies, plans, programmes or other policy documents that should be taken into account?
- Are there any other key sources of data or information that are missing?
- Are you aware of any inaccuracies in the baseline data set out in the Report?
- Do you agree with the key sustainability issues that have been identified? Are there any key sustainability issues that are missing, or that need amending?
- What changes, if any, would you like to see to the SA objectives?
- What changes, if any, would you like to see to the SA framework and proposals for its use to assess options?
The closing date for comments is Monday 22 November 2010.
