Supplementary Planning Documents (SPDs)
Supplementary Planning Documents (SPDs) provide detailed guidance, further explanation and expand on policies in the Unitary Development Plan (UDP). They can also be prepared to provide specific guidance for the development of sites or to deal with area wide development issues. SPDs do not have the same status as the policies in the UDP but have been subject to public consultation and are taken into account as material considerations in dealing with planning applications.
Lambeth currently has six adopted SPDs, these can be viewed and downloaded below.

In addition to the six topic based SPDs, the Council is also preparing area guidance for Waterloo and Vauxhall. On the 28 July 2008, the council approved the two draft SPDs for public consultation. The six week public consultation period on these draft SPDs will be held during October to December 2008. Details of the consultations, including where you can obtain copies of the draft SPDs and how and when you can make comments, will be made available on our consultation pages.
Waterloo Supplementary Planning Document (SPD) – Draft for public consultation
The draft SPD sets out how high density development will be delivered in Waterloo and aims to coordinate improvements to the public realm, transport infrastructure and community facilities.
The draft Waterloo SPD takes forward planning objectives for Waterloo set out in the Greater London Authority’s Waterloo Development Framework (2007).
Key principles of the draft SPD include:
- tall buildings focussed around an improved Waterloo Station
- greater capacity at the station
- improvements to public spaces and streets, with better pedestrian links between the station and the South Bank
- improved cultural facilities contributing to London’s World City status
- a mixed use area where Waterloo develops as a central London office location but with more housing and a full range of shops and facilities.

Vauxhall Supplementary Planning Document (SPD) – Draft for public consultation
Vauxhall lies within the Vauxhall/Battersea/Nine Elms Opportunity Area and is therefore identified for significant future growth in terms of jobs and homes.
Vauxhall presents an exciting opportunity to regenerate an area which currently suffers from a lack of integration, both physically and visually and lacks a true sense of place.
The draft SPD provides guidance for this expected growth and new development to create a sustainable and vibrant place where people can live, work and visit.
The Greater London Authority is currently preparing an Opportunity Area Planning Framework (OAPF) and this SPD aligns with the Lambeth Unitary Development Plan (UDP) and the OAPF.
Key principles of the draft SPD include:
- managing development opportunities to ensure that appropriate transport and other infrastructure is provided
- ensuring that new development fosters a strong sense of identity and place, building upon and protecting the existing character and historic environment
- delivering an appropriate, sustainable and varied mixture of uses to support the community, encourage vibrancy, and establish character while meeting local need
- making the area more accessible and easy to use, dealing with barriers to pedestrian movement
- providing an accessible public realm, streets and public spaces that are active, safe and form part of the heart of the community
- delivering development that is sustainable.
