Grants and Loans for Landlords
We are committed to help improve living conditions for those in private sector housing, ensuring that properties are safe and secure. In some instances, this may mean providing incentives for landlords.
What grants and loans are available for landlords?
The assistance available includes:
Health and safety grants for houses in multiple occupation
Any landlord of a property which is three storeys or taller, where there are five or more people sharing facilities and consist of two or more households, could be entitled to an HMO grant. The landlord must be the freeholder of the property or have a lease with at least five years remaining at the time of the application.

How much are the grants for?
The grants are limited to a £1,000 contribution per dwelling and up to a maximum of £5,000 for any one property. The grant will be paid in full, on completion of the works and once the entire HMO meets the minimum safety requirements.
The grants are focused on works to make the property safe for the occupants of the building. This
includes:
- fire precaution/fire prevention
- means of escape
- health and safety risks (identified by a council environmental health officer).
An application needs to be approved before any works are carried out. Landlords can apply for more than one grant, although priority will be given to those who have not received an HMO grant in the previous three years.
Empty property grants
Empty property grants are available for properties that have been vacant for longer than six months. A condition of the grant is that the property is then let to the council for five years, during which time there would be a guaranteed rental income.
