Penalty Charge Notices (PCNs)
We issue Penalty Charge Notices (PCNs) for parking, moving traffic and bus lane contraventions.
Changes came into effect on the 31 March 2008 in line with the Traffic Managment Act 2004 regarding what do do when you receive PCN and appealing against a PCN.
New differential parking charges
A new two-tier system of penalty charges for parking, moving traffic and bus lane contraventions was introduced across London on 1 July 2007.
More serious contraventions are charged at a higher rate and less serious contraventions will be charged at a lower rate. Find out more about the differential charges.
What are Penalty Charge Notices (PCNs)?
A ticket that is issued by the council for parking, moving traffic and bus lane contraventions is known as a PCN. The council uses Civil Enforcement Officers (formerly known as Parking Attendants), CCTV cameras and smart cars to issue PCNs.
If you receive a PCN you are required to pay a penalty charge for contravening the regulations, this will not result in a criminal record or points on your licence.
Fixed Penalty Notices
A fixed penalty notice is not issued by the council. These are issued for criminal offences by the Police and Traffic Wardens.
