Proposals to introduce timed collections in your town centre
We have introduced timed collections in West Norwood, Waterloo and Brixton and will soon be introducing them in Clapham.
We have already carried out a consultation in Clapham but will be engaging further with residents and businesses over the coming weeks.
The proposed time bands for Clapham are 5am -8am and 5.30pm – 6.30 pm Monday to Sunday (plus an hour and a half afterwards in which to complete collections.)
How timed collections affect you
The only thing you need to do differently is to ensure that your waste and recycling is only put out between the times above.
Recycling sacks can be used for paper, cardboard, cans, aerosols, plastic bottles, plastic pots, tubs and trays, glass bottles and jars and food and drink cartons. Residents can order recycling sacks by telephoning 020 7926 9000 or by ordering online
If you are a business owner or manager you have a duty of care to ensure your waste is stored and disposed of properly. This means you must have a contract either with the council or with a private licensed waste carrier.
If you currently use bins that are stored on and collected from private land, you will not need to do anything different. However, if you are a business using a bin that is stored on the public footpath or road, you will need to change to a sack contract.
If you have a contract with a private licensed waste carrier you must inform them that we will be introducing timed collections and that rubbish must be picked up within an hour and a half after the above presentation windows.
Any rubbish left on street after that time must be brought back inside to be presented at the next suitable time band. Bags of waste that have still not been collected an hour and a half after the presentation window ends will be investigated and those responsible for the waste may receive a fixed penalty notice or fine.

When presenting your bags for collection please present as close to the kerb as possible and leave adequate space on the pavement for buggies, wheelchairs, and pedestrians.
