There have been no changes to the eligibility criteria, which is set nationally by the Department for Transport, however a member's eilibility will now be reviewed regularly. The expiry date on the pass refers to the automatic five year life-span of the card and not the eligibility of the holder, which can be reviewed at any time.
The eligibility for a Blue Badge is reviewed every 3 years when the badge is reapplied for.
How the review is happening
During the summer of 2014, we wrote to all our residents holding a Disabled Person’s Freedom Pass asking them to complete and return a review form to confirm they are still resident in the borough of Lambeth and to re-assess their eligibility for the Disabled Person’s Freedom Pass.
If a member is still considered eligible, either through the automatic criteria or following a mobility assessment, then their pass will be re-issued early in 2015 before it expires on 31 March 2015 or if their pass does not expire until 2016/18 or 19 then they continue to use their pass as normal.
If a member is no longer considered eligible then their pass will be cancelled from 31st December 2014 after which they will no longer be able to use it.
Any member who is assessed and determined not to be eligible will have the right to appeal against the decision and will have their mobility assessed again by a different assessor.
Residents who have applied for a Disabled Person’s Freedom Pass or have applied for and been awarded a Blue Badge or Taxicard since 1st April 2013 have been excluded from the review as Lambeth Council can re-issue these passes automatically.
Where we found the card holder’s information
The data for the review was taken from the Freedom Pass Card Management System maintained by London Councils and is not connected to any of Lambeth’s other systems holding residents’ data.
So we contacted all members in the same format and with the same form to complete as we did not have the details of their disability category. After the review the information regarding the eligibility criteria will be added ensuring that future reviews can be tailored to those members who have conditions which may change or with shorter forms for members whose condition we know is permanent for residency checks.
