1. What is the Design Review Panel?
Established in 2019, the DRP is made up of a pool of independent built environment professionals, who provide design advice on new development and public realm proposals. The DRP is an important part of the planning process and it's recommended that schemes are reviewed as part of the pre-application process.
The DRP does not make planning decisions and is not a substitute for our Conservation and Design team. Instead, DRP members provide supplementary expert advice.
The reviews take place once a month and a maximum of three schemes are reviewed. Typically, five members of the panel attend each review, including a Co-Chair. The panel is drawn from the pool of experts.
For detailed information on our Design Review Panel, please see our Design Review Panel Terms of Reference.
2. Schemes that may be referred to the panel
The types of schemes that may be referred to the DRP include:
- large/small/minor major (10 units plus) schemes
- infrastructure projects
- large public realm proposals
- site specific masterplans, design codes and design guidance
- schemes being developed through Planning Performance Agreements (PPAs).
3. Types of review and the review process
There are three types of design review:
- Full Review
- Follow Up Review
- Chair Review
The Conservation & Urban Design Team will advise which review is best for your scheme.
The review day
Panel members undertake a site visit accompanied by council officers. The applicant isn't present.
Reviews take place. Applicants and relevant planning and design officers will be present during the review. The development team should keep their numbers to a minimum, with no more than five people attending the review. The design officers will take note of the panel discussion to inform the content of the Chair’s feedback letter. The letter is sent to the development team within 10 days of the review.
4. Panel members
The DRP pool of experts is made up of 29 members (including three Co-Chairs), with expertise in urban design, architecture, landscape architecture, sustainability and engineering. Members were recruited through online advertisements.
