A privacy notice is the statement that tells you who is collecting information about you and what it will be used for. This helps organisations to comply with the data protection law that requires personal data to be obtained for specific and lawful purposes.

What is Cost of Living support for residents with sickle cell pilot in Lambeth? 

The Cost of Living support for residents with sickle cell pilot is aimed to target non-clinical cost of living support to low-income households containing a resident with sickle cell. Sickle cell is a condition worsened by exposure to the cold, and the sickle cell trait is most common in people from African or Caribbean family background. People from Black, Asian, and Multi-Ethnic family backgrounds are disproportionately represented amongst the borough’s poorest communities and research from the Runnymede Trust indicates that they are disproportionately falling faster and further below the poverty line.

The support aims to meet the Borough Plan objective of being a borough of Equity and Justice and the Cost of Living Response Plan 23/24 objectives of:

  • Responding to urgent need
  • Minimising costs 
  • Maximising incomes 
  • Building financial resilience

The services available through the pilot will vary according to individual need, but could include:

  • Financial support for residents with energy bills 
  • Energy efficiency advice and guidance, including energy savings kits
  • Guidance on maximum incomes and minimising costs 
  • Case management support through a Cost of Living Link Worker
  • Signposting support finding specialist groups and services

Lambeth Council works in partnership with other agencies and organisations to deliver a wide range of services and support.

Privacy notice

To ensure that we can offer participating households in the pilot a range of services, the council needs to collect some information about you and your household. This information is collected on the Cost of Living support for residents with sickle cell registration form. 

This privacy notice is to inform you about: 

  • who collects the information
  • how information is collected
  • what information is collected
  • how information is stored
  • how the information is used
  • who the information is shared with
  • your rights and access to your information

Who collects the information?

The Local Authority (Lambeth Council) is responsible for collecting information on those registering for the scheme.

How is information collected? 

When you complete a registration form to the service, we ask for the following information about your household to determine eligibility for the scheme and understand how the council can best support you:

  • Full name
  • Date of birth 
  • Address and postcode 
  • Email
  • Telephone number (mobile)
  • Ethnicity
  • Gender 
  • Language(s) spoken 
  • Disability 
  • Tenure type
  • Employment status 
  • Benefits status 
  • NHS number of the person in the household with sickle cell
  • GP surgery

We will ask for this information about the household, particularly the household member with sickle cell. This includes information on children in the household who may have sickle cell disease. 

For us to record this information, each household must provide signed consent for their own personal data to be provided and collected by Lambeth.

If you work with the Cost of Living support for residents with Sickle Cell pilot , we will record information relating to: 

  • Services worked with and the nature of support received 
  • Outcomes and feedback

How is information stored? 

Information is stored on a management information system. This is a secure database which can only be accessed by those provided with training and permission to use it.

How do we use your personal information? 

The information that we collect is used to deliver our Cost of Living support for residents with Sickle Cell pilot. The information provided will help determine eligibility, prioritisation for acceptance onto the pilot if it is oversubscribed, and the support required. Outcomes of the pilot will shape future support for residents with health needs worsened by exposure to the cold that are impacted by the cost of living crisis. 

We may contact you by post, email, phone, or text to tell you about the services that are available.

Who is the information shared with? 

The information provided may be shared with other services within the Local Authority, such as: 

  • Revenue and Benefits teams
  • Services with education, training, and employment opportunities
  • Organisations commissioned by the council to deliver financial advice and guidance or public health support

Information on the support you have been provided and any progress of this will also be shared with NHS partners through the Sickle Cell team.

Some of the information that you provide might be shared with public bodies responsible for the administration or auditing of public funds, including the Department of Work and Pensions. The council will not share this information with these bodies without your consent. 

We occasionally have a legal duty to provide personal information regarding safeguarding to organisations such as social care or the police.

Your rights and access to your information 

You have a right to withdraw consent and the right to object and restrict further processing of your data, however, this may affect your continued participation in the pilot. 

You have a right to request to have your data deleted where there is no compelling reason for its continued processing and provided there are no legitimate grounds for retaining it.

You have a right to request your data be rectified if it is inaccurate or incomplete.
