Licensing policy

The statement of Licensing Policy for 30 January 2019 to 29 January 2024

We publish a Statement of Licensing Policy at least every five years in line with the requirements of the Licensing Act 2003 and accompanying guidance published under Section 182 of the Act.

The policy sets out guidance for applicants, residents and responsible authorities, who include:

  • the Council's Licensing, Health and Safety
  • Environmental Health
  • Planning
  • Trading Standards
  • Children's Services
  • Police
  • Public Health
  • Fire Authority
  • Home Office

The Licensing Act 2003 sets out four licensing objectives:

  • the prevention of crime and disorder
  • public safety
  • the prevention of public nuisance
  • the protection of children from harm

We're required to make decisions based on these objectives and to promote them through our actions. Licensed premises are required to conduct their activities with reference to the promotion of these objectives.

Our Statement of Licensing Policy applies from 30 January 2019 to 29 January 2024. We keep the Statement of Licensing Policy under constant review, and may from time to time commission research to inform any changes to policy.

The new statement of licensing policy currently refers to 'European Nationals' - any relevant wording and content will be reviewed and updated as the relevant Government policies are confirmed in relation to the UK's position regarding membership of the European Union.
