Discounts for people with disabilities and their carers

If you have a disability or are a carer, you might be able to get discount or reduction on your Council Tax bill.

Carers

You can get a discount if someone in your household cares for another person living there for at least 25 hours a week.

The person being cared for must not be the carer's spouse, partner or child under 18.

The person being cared for must be entitled to one of these benefits:

  • any rate of Attendance Allowance
  • the middle or highest rate of the care component of Disability Living Allowance
  • any rate of the daily living activity component of Personal Independence Payment
  • an increase in his or her disablement pension
  • an increase in Constant Attendance Allowance

You cannot get a discount if 2 or more other people also live in the household and they:

  • count as an adult for Council Tax
  • are not entitled to a discount

As part of your application, we may need to ask you for some additional evidence. You can submit this after you complete your application form using our upload your evidence form.

Disabled people

You can apply for the Disabled Band Reduction Scheme if you have extra space in your home to meet the needs of a disabled person living there.

The extra space can be:

  • space for a wheelchair used in the home by the disabled resident
  • a second bathroom
  • a second kitchen
  • another room to meet their needs

Severely mentally impaired people

You can get a discount if someone in your household is entitled to one of these benefits:

  • Attendance Allowance
  • Employment and Support Allowance (ESA)
  • Disability Living Allowance (DLA)
  • Personal Independent Payment (PIP)
  • Severe Disablement Allowance
  • Middle or Higher Care component of Disability Living Allowance
  • Increased Disablement Pension
  • Disability Element of Working Tax Credit
  • Unemployability Supplement or Allowance
  • Income Support which includes a disability premium due to incapacity
  • your partner has a disability premium in their income based Jobseeker’s Allowance
  • Employment and Support Allowance

You cannot get a discount if 2 or more other people also live in the household and they:
