By “council house” we assume you mean flats as well as houses.
How long you want for housing depends partly on what you bid for. If someone is prepared to accept whatever is available and bids for all properties they will be housed more quickly than someone who bids for only a small number of properties, for instance in a particular area. Demand for council housing far exceeds supply many times over, so most people joining the housing waiting list will never be offered a council tenancy.
Of those who bid successfully for housing, the average time they have been on the list is:

Band C - 10 years
Band D - Not applicable. No one in Band D has bid successfully in last 12 months.
