Health and Wellbeing Strategy 2023-2028

Our 2023 – 2028 Health and Wellbeing Strategy builds on a strong history of work and relationships between partners across the Borough, from the council and the NHS to the voluntary and community sector and residents.

The strategy redoubles our focus on tackling health inequalities and improving outcomes for marginalised communities. Its core priorities are to ensure the best start in life for our children and young people, to support people to lead healthy lives, and to support communities to flourish and build their resilience.

It draws on our intelligence about the borough and will continue to build our understanding of what really works to tackle health inequalities. This includes addressing the wider determinants of physical and mental health – such as housing, the economy, employment and the environment – and remaining focused on prevention.

This strategy sets the direction for all our activities but particularly acknowledges that we cannot achieve what we want without collaborating and that communities should be at the heart of that collaboration. 

At its midway point in Spring 2026, the strategy was reviewed and refreshed to take stock of progress made since it was launched and to ensure that its focus and delivery mechanisms were best suited to realising its core ambitions.
