Appeal a Penalty Charge Notice (PCN) or the removal of your vehicle

If you receive a parking Penalty Charge Notice (PCN) that you feel is unfair, you can challenge it.

Before you make a challenge, you can view your penalty charge notice and photo evidence.

There are three stages to the challenge process:

  1. Informal challenge.
  2. Formal representation.
  3. Appeal to the Parking and Traffic Adjudication Service.

You can also make a challenge against the removal of your vehicle after you have paid your PCN and removal fee.

Do not send payment if you will be challenging a PCN.

Please ensure that you clearly display your PCN reference number on all documentation. PCN numbers start with LH or LJ followed by eight digits which could include a letter. If you do not have this information to hand include your vehicle registration number instead.

Please note: The Council is aware that some motorists are repeatedly driving through traffic filters introduced as part of the West Dulwich Street Improvement scheme. Driving through the filters is illegal, except where a valid exemption has been authorised.

Repeated behaviour of this kind may be based on the assumption that, because there is a statutory challenge to the decision making process, driving offences related to the traffic filters are unenforceable.

This assumption is incorrect. The Traffic Management Order for the scheme has been lawfully made and is enforceable until such time as, either the Council decides to suspend it, or a Court rules the Council's decision making was unlawful. The current legal challenge against the traffic filters will not be accepted as a reasonable excuse for any contravention of the traffic restrictions or for any non-payment of fines.
