Any utility companies that work on the public highway must comply with laws, such as:
- Safety of their works site and excavations
- Standard of the reinstatement of the carriageway, footway, footpath and verges
- Qualifications of the employees undertaking the works
- Notification by these undertakers to the Council for proposed works
When a utility wishes to close a road or create temporary restrictions which will either enable them to complete the works safely and minimise disruption (such as creating temporary no waiting and loading restrictions), they have to apply for a Temporary Traffic Order.
