About the Trust
The Trusts of the Charitable Property Specified in Paragraph 1 of the Order of the High Court (Claim Number 11046/2008), formerly known as the Tower Hamlets Environmental Trust (Central Hill Estate), is a registered charity established to deliver environmental and security improvements to the Central Hill Housing Estate in Lambeth.
The London Borough of Lambeth acts as the sole corporate trustee, with its Corporate Committee exercising trustee functions in accordance with the Council’s Constitution and the Charities Act 2011. These functions must be exercised exclusively in the best interests of the charity and its beneficiaries.
Charitable purpose
To improve or assist in the improvement of the environment in the London Borough of Lambeth by applying the property described in the Schedule for the provision of off-site works of environmental and security improvement to the Central Hill Housing Estate.

Legal and financial support is provided by Lambeth officers at no cost to the charity.
Annual report and accounts 2023 to 2024
The Corporate Committee formally approved the Trust’s annual report and accounts for the year ended 31 March 2024 at its meeting on 24 July 2025.

- Expenditure: £100,267 (construction of a Multi-Use Games Area and adjacent play area)

Recent projects
In 2023–2024, the Trust funded the construction of a new Multi-Use Games Area (MUGA) and play area on the Central Hill Estate. This project:
- Replaced a run-down playground
- Installed new fencing, lighting, and surfacing
- Improved safety and accessibility
- Provided a secure and attractive recreational space for young people
The project was developed in consultation with residents and youth groups, including the Rathbone Society and Fulham Football Club Foundation.
Future plans and community engagement
- Publish the annual report prominently on the Council website
- Develop a more accessible summary of the Trust’s financial activities
- Explore mechanisms for increased community engagement
Officers will continue to identify and consult on future proposals that meet the Trust’s charitable objectives, balancing short-term benefits with long-term considerations regarding the estate’s future.

The Trust is exempt from taxation and does not employ staff. All services are provided by Lambeth officers.
