Background / Proposal

Lambeth Council declared a climate emergency in 2019 and committed to reaching Net Zero by 2030. Twenty four percent of carbon emissions in Lambeth come from road transport. In the next 6 years, we need to reduce the amount of traffic on our streets by 27% and this will require a mixture of helping people switch to other ways, whilst also ensuring the price for things like parking reflect the impact that pollution has on our shared environment. 

While air quality is improving across Lambeth, at multiple locations across the borough air pollution still exceeds legal limits. Lambeth’s Air Quality Vision commits the council to breaking the association between inner-London living and poor air quality, and targeting resources and interventions to benefit the most susceptible groups: the young, the elderly, those with a pre-existing health condition, and residents in the most polluted areas. 

In January 2023, Lambeth adopted the borough’s Kerbside Strategy, which sets out how the kerbside (the space where cars typically park) will be used to support the borough’s response to the climate emergency, tackle inequality amongst other sustainable uses. The strategy sets out clear principles for the kerbside: 

  1. charging more for vehicles which produce more climate-warming emissions, 
  2. charging more for vehicles which produce more toxic air pollution 
  3. charging more for parking where it takes up more of our shared street space.  

Proposal 1 - extending the emissions banding structure currently implemented on residents permits for doctors, teachers, business all and single zones and motorcycle parking permits. Applicants would be charged according to the car tax band and size of your vehicle which is based on the CO2 emissions it produces.  Please see tables 1 and 2 for the details on the charges.  

Proposal 2 - To extend the diesel surcharge for all permit types including resident permits to cover all diesel vehicles meaning Euro 6 compliant vehicles would be subject to the surcharge.

Proposal 3 – introducing a surcharge for households with multiple residents permits. Households applying for their second and subsequent resident permits will be charged a £75 surcharge per additional permit.

The council is separately set to implement increases to the standard charges for residents parking permits, healthcare permits, car club permits, personal carer permits, visitors and traders' vouchers, on-street and car park charges. These changes will be made via a variation notice and do not form part of this consultation. When the consultation closes

Once the consultation has closed, responses will be analysed and report taken to the Sustainable Lambeth and Clean Air CMB meeting. If a decision is taken to proceed with the proposal, it is likely to be put in place in April 2024.
