The web page states that: "Warning notices will be put up approximately three days before the start of the suspension.
My additional questions therefore are:
1. What are the parking suspension guidelines included in the works contracts entered by Lambeth Council with various contractors?
2. Were these guidelines followed in the Lillieshall Road works on the 8th of February?
3. Who monitors the implementation of parking suspensions? Please provide contact details.
4. How are parking wardens informed about parking suspensions? Who can parking wardens contact for advice, e.g. if there are reasonable grounds to suspect that the suspension is not enforced following policy / best practises?
5. Is it possible to issue written warnings instead of PCN, in the circumstance that the warden is of the view that the suspension policy is not followed? Or is it encouraged to issue PCN at any instance (even if guidance / best practices are not followed) with a view that a PCN can then be cancelled, in case there is a challenge?
6. Is the parking warden guidance in relation to issuing PCN designed with revenue generation being a key factor?
Our response
- Contractors seeking parking suspensions in the borough would be advised to follow the advice and process outlined here:
https://www.lambeth.gov.uk/parking/parking-suspensions/apply-parking-suspension
2. We hold no record of permitted street works having taken place on this date and in this location.
3. Our current service supplier is APCOA Parking Ltd. The council are responsible for Parking Suspensions so please direct enquiries to Lambeth Parking Services via the below link: https://forms.lambeth.gov.uk/PARKINGSUSPENSIONENQUIRIES/launch
4. All supervisors have access to the suspension information and officers are briefed on a daily basis. The On Board CEO is the officer deployed on the removal truck and is also informed daily.
5. We do not issue written warnings. The motorist can challenge a PCN through the established process whereby each case is assessed. I.e. If a vehicle is noted as being in the bay(s) that are being suspended when the signs are erected, we would consider cancelling the PCN.
