LJR permits and LJV Visitor Vouchers

By applying for a permit with the London Borough of Lambeth you must read, agree with and accept all the terms and conditions as set out below:

I confirm that all information I have given to the council as part of my application is correct and accurate to the best of my knowledge.

I understand and accept that the council may prosecute me under the Fraud Act 2006 and any other legislation that may be deemed to be effective if I have given any information on this form which is found to be misleading or untrue.

I confirm that my place of residence is not subject to a planning or S106 property restrictions.

I confirm that by selecting the use of a rolling monthly subscription, I have opted in for a minimum of 12 months unless I cancel my permit.

I agree for the council to cancel the permit immediately if:

  • I cease to reside in the Controlled Parking Zone for which the permit has been issued.
  • I sell or dispose of the vehicle for which the permit is issued for.

I agree to all the terms and conditions stated.

Use

The permit is only valid for the vehicle associated on your permit, you can check this via your online account. The permit can only be used within the zone it is issued for. Resident permits are valid in residents and shared use residents bays.

Eligibility

Where we are not able to validate your application electronically through our third-party credit reference agency, we will ask you to submit (either electronically or by post) further evidence to assist us to process your application.

If you choose to proceed with your application, we will ask you to pay the full price for the permit you have selected. If you are making payment using the rolling monthly subscription, we will ask you to make the first of 12 payments for the permit you have selected. On payment your permit is live and you are covered to park in the residents zone. However, failure to supply the remaining evidence within 30 days or where a fraudulent application has been made, the application will be rejected, and the permit will be cancelled without any refund due to you.

Size of vehicle 

Your vehicle can be either a motorcycle, passenger vehicle or a light goods vehicle with no more than 8 seats. The overall height should not exceed 2.3 metres. The length should not exceed 5.5 metres.

Change of vehicle 

When you change your vehicle, you should immediately update the vehicle associated to your permit via your online account. You will be able to change the vehicle on the permit for a maximum of 3 times in a 12-month period from the date of your first application.

Suspensions 

From time to time, it may be necessary for the council to suspend a parking bay. This is normally due to road works being carried out by the utility companies, such as water, gas or electricity. Suspensions may also be placed by law enforcement agency or by any other authority to carry out their statutory duties, as well as domestic suspensions for example, removals.

During the period for which the bay is suspended, parking is not permitted in the bay, even if a valid permit exists. A PCN will be issued to any unauthorised vehicle in the bay and the vehicle may be towed away. It is the permit holder's responsibility to ensure that the bay in which their vehicle is parked is not suspended during the time their vehicle is parked there.

Permit refunds

If you no longer require your permit, you may apply for a refund. An administration fee of £5 will be deducted per permit cancelled. The refund amount is calculated on a pro-rata basis. For example, how many full calendar days remain on your permit.

No refund(s) will be given to permit holder(s) where the amount owing is the same or less than the administration fee.

No refund(s) will be issued for permits cancelled or rejected by the council. No refund(s) will be due if the permit is cancelled due to a fraudulent application being made to obtain a permit illegally.

Please note that this information is not applicable to Visitor Vouchers. Outside of the 14 day cooling off period Visitor Vouchers are non- refundable, exchangeable and cannot be resold.

Qualification 

  • I confirm that I live within a London Borough of Lambeth Controlled Parking Zone (CPZ) and I am the registered keeper or sole user for the vehicle(s).
  • I confirm the address provided in my application is my main residence, where I spend at least four nights a week and pay the relevant Council Tax.
  • I understand that my property cannot be restricted for parking permits by the Section 106 order or planning restrictions.
  • I understand that purchasing this permit does not guarantee a parking space / or a space outside my home.

Foreign registered vehicles 

Will only be issued with a permit for a maximum of six months. In exceptional circumstances, the council may consider extending this but would require documentation as proof, to show that the registered keeper does not usually reside in the UK and that the vehicle spends no more than 6 months in any 12 month period outside the UK.

Permit evidence criteria

Online checks

I understand that the council will have to validate the details I have provided in the application electronically with third party and other government and non-governmental organisations. To do this, the council will attempt to verify my identity using a third-party credit reference agency. The agency will check the details I have supplied against applicable database(s) (public or otherwise) to which they have access to. A record of the search will be retained but will not be visible to other parties or affect my credit record.

Additional proofs requested

I understand that if the council is unable to verify my eligibility for a permit automatically, I will be contacted to provide additional proofs of address and vehicle ownership. I agree to provide the council with the required information and upload this to my online account to be viewed. Once the council has been able to verify my additional proofs only then will my application be approved.

  • To prove that I am the registered owner, keeper and user of the vehicle, I will need to provide any of the following that applies to my circumstances
  • Vehicle registration document - this will apply if I am the registered keeper of the vehicle and will only be accepted by the council if the vehicle is registered to the CPZ address where an application for the permit is made.
  • Up to date car insurance document (certificate and schedule) – this will apply if I am not the registered keeper of the vehicle. The document must show my name, the vehicle registration number and confirms that the vehicle is insured to be kept at my CPZ address. I will provide an up to date car insurance document which is valid during the time of application. I will provide all pages of the document as the required information may not be shown on one page. I understand that Temporary cover notes or certificates valid for less than 30 days will not be accepted by the council to process my application.
  • Hiring/leasing agreement – this will apply if I have hired or leased a vehicle. I will submit a copy of the current lease agreement. The agreement must show my name, CPZ address, the vehicle registration number and give the name and address of the hire/leasing company.
  • Company letter- this will apply if I drive a company vehicle. I will submit a typed letter on company headed paper signed by my employer and dated within the last 3 months. The letter must include my name and address, my job title and the vehicle make and registration number. It should also confirm that I am the sole user of the vehicle and whether the company owns or leases the vehicle. If the company owns the vehicle, a copy of the vehicle registration document will also be provided. If my company uses a fleet management specialist, a letter from the fleet management specialist with all my above information including the name of the company I work for will be provided as part of the application.

I also understand that two items from the below list will need to be provided as a proof of address for the address I am applying for a permit at:

  • Driving licence (registered to current address)
  • Current Lambeth Council Tax document
  • Utility bill - dated within the last 3 months (mobile phone bills will not be accepted)
  • Signed current formal tenancy agreement
  • Bank/Credit Card Statement (dated within the last three months)
  • Valid home contents insurance policy
  • An electoral canvas form or polling card - dated in the last year

Paying online

Payment for all permits will be made online at the time of my application through a credit/debit card.

Payments at the Customer Centre

I understand that the council can only take payments by cheque, postal order or debit/credit card at the Customer Centre and does not accept any cash payment. Please note the customer centre is currently closed.

Please note

If you have provided any fraudulent documentation when requested as part of your proof of address or proof of vehicle ownership, the council has the right to share this information and report it with any other third parties (private and public) and bring prosecution against you under the Fraud Act 2006 or any other legislation covering this offence.

Virtual visitor vouchers

By applying for visitor vouchers with the London Borough of Lambeth you must read, agree with and accept all the terms and conditions as set out below:

Use

You can now purchase virtual visitor vouchers to make it easier for residents to organise visitor parking. Virtual visitor vouchers can be purchased and used through your online account. Customers will no longer be sent paper vouchers through the post.

Virtual visitor vouchers can be activated immediately, or for any time in the future. Please note, you may have to provide evidence before your vouchers can be activated. It is the responsibility of the resident and visitor to ensure the voucher has been correctly activated for the day/s the vehicle is being parked.

Please note any existing unused paper visitor vouchers (often referred to as scratch cards) are still valid.

Visitor vouchers can be purchased by any resident for the zone they live in. Each household can be issued a maximum of 50 permits (10 books of 5) within a 12-month period, although extra vouchers may be issued in exceptional circumstances.

The voucher is only valid if it is used by the visitors to residents of Lambeth for domestic purposes only, within the zone linked to the resident’s online account. Paper vouchers will have the zone displayed on the front of the voucher. Visitor vouchers are valid in residents and shared use bays only.

Paper visitor vouchers are invalid if more than one day/month/date panel is scratched off. The vehicle registration number must be written clearly in the space provided on the front of the voucher. The vouchers should be displayed clearly so that it can be seen by enforcement officers, failure to do so may result in a penalty charge notice being issued.

Your voucher can be used on either a motorcycle, passenger vehicle or a light goods vehicle with no more than 8 seats. The overall height should not exceed 2.3 metres. The length should not exceed 5.5 metres.

Qualification

You live within a London Borough of Lambeth Controlled Parking Zone (CPZ). For your address to qualify as your 'main residence' you would normally spend at least four nights a week at this address and pay the relevant Council Tax.

I understand that purchasing visitor vouchers does not guarantee a parking space and the council is not liable for any theft or damage to the vehicle while it is parked with a valid visitor voucher within the designated bay.

I agree to provide the council with the required information and upload this to my online account to be viewed. Once the council has been able to verify my additional proofs only then will my application be approved.

I understand that two items from the below list will need to be provided as proof of address for the address my application is for:

  • Driving licence (registered to current address)
  • Current Lambeth Council Tax document
  • Utility bill - dated within the last 3 months (mobile phone bills will not be accepted)

I am aware that failure to supply the requested proof documents within 30 days of the application will result in the application being rejected without refund.

Paying online

Payment for visitor vouchers can be made online at the time of your application, by credit/debit card.

Payments at the Customer Centre

We can only take payments by cheque, postal order or debit/credit card at the Customer Centre. We do not accept payment by cash. 

Visitor voucher refunds

Outside of the 14-day cooling off period, visitor vouchers are not refundable, not exchangeable and cannot be resold.

The 14-day cooling off period applies to the entire purchase. If any voucher that is part of the purchase has been used, the 14-day cooling off period will not apply and no refund will be payable.

If you have provided any fraudulent documentation as part of your proof of address or are found to be selling visitor vouchers, the council has the right to bring prosecution against you under the Fraud Act 2006 or any other legislation covering this offence.
