Low Traffic Neighbourhood (LTN) dispensation permit terms and conditions

By applying for a Low Traffic Neighbourhood (LTN) traffic filter dispensation with the London Borough of Lambeth you must read, agree with, and accept all the following terms and conditions.

LTN dispensations are only available to resident Blue Badge holders who require access to a traffic filter during its hours of operation.

There is no fee for this dispensation.

I confirm that the information I have given to the council for the purposes of my application is complete, correct, and accurate to the best of my knowledge and that the documents submitted along with this application are genuine.

I understand that this dispensation is not a parking permit and does not give me permission to park within the LTN.

I understand that I must inform the council if I no longer require access to the LTN traffic filter for which the dispensation was issued.

I agree for the council to cancel the dispensation immediately If I no longer live in Lambeth.

I agree for the council to cancel the dispensation immediately if I or my nominated driver sell or dispose of the vehicle for which the dispensation is issued.

I understand it is my responsibility to renew the dispensation in good time, allowing enough time for my application to be processed.

I understand that the council may prosecute me under the Fraud Act 2006 and any other legislation that may be deemed appropriate if I have given any information on this form which is found to be misleading or untrue.

Use

Businesses, residents or Blue Badge holders that require access can apply for a dispensation to access one traffic filter location within a given LTN during its hours of operation.

The dispensation is only valid for the vehicle(s) associated with your dispensation.

A dispensation will allow the holder to pass through most filters in both directions. This will not apply in locations where directional signs, no entry signs or other restrictions are present.

Blue Badge holders can register up to two vehicles for an LTN dispensation. Each vehicle will be permitted to access only one traffic filter.

It is a criminal offence to deliberately make a false statement on your application form or to use a permit you are not entitled to.

Your badge may be cancelled if you are found to have committed or attempted fraud. The council has a zero-tolerance approach to all forms of fraud and will not hesitate to take preventative or punitive action against any person or organisation suspected of fraud or attempted fraud.

Eligibility

LTN dispensations are only available to resident Blue Badge holders who require access to a traffic filter during its hours of operation.

The dispensation will not be authorised if you have outstanding Lambeth Penalty Charge Notices (PCN).

All applicants who are 18 years or over are eligible to apply for the dispensation. If you are the parent or legal guardian of a Blue Badge holder under the age of 18, you can apply for a permit on the badge holder’s behalf.

Change of vehicle

If you or the appointed driver change your vehicle, you should immediately update the vehicle associated with your dispensation via your online account. You will be able to change the vehicle on the dispensation a maximum of three times in a 12-month period from the date of your first application.

You may be required to provide evidence when changing your vehicle, this proof must be provided within 30 days.

Change of traffic filter

If you or the appointed driver wish to change the traffic filter location on your dispensation permit, you should immediately update the traffic filter location details associated with your dispensation via your online registration account. You will be able to change the traffic filter location on the dispensation a maximum of three times in a 12-month period from the date of your first application.

You will need to provide evidence of proof of address when changing the traffic filter location, this proof must be provided within 30 days.

Proofs required

To apply for the LTN dispensation you will need the following:

If you are the Blue Badge holder you will need to provide:

  • Blue Badge - both sides of the badge must be presented
  • 2x proof of address (Council Tax bill, utility bill, bank statement)
  • 1x proof of vehicle registration/ownership (vehicle registration document - V5/C)

If you are the appointed driver you will need to provide:

  • Signed declaration by the Blue Badge holder (giving permission for the appointed driver to apply)
  • 2x proof of address for the Blue Badge holder (Council Tax bill, utility bill, bank statement)
  • 2x proof of address (Council Tax bill, utility bill, bank statement)
  • 1x proof of vehicle registration/ownership (vehicle registration document - V5/C, insurance schedule)

If you are hiring or leasing the vehicle, we will need to see a copy of the signed hiring/leasing agreement. It must be on letter-headed paper and include the duration of the hire or lease period.

If you drive a company car you will need to provide:

  • a copy of the vehicle registration document (V5)
  • a signed letter (on letter-headed paper) from your company confirming your employment and that you are the keeper and user of the vehicle at the property address in Lambeth (must be dated within the last 3 months)

If you are a named driver but not the registered keeper, you will need to provide the insurance schedule naming yourself as a driver.

Please note: If you fail to provide the correct proof, your application will be rejected.

Withdrawal or cancellation

If at any point the Blue Badge is cancelled or withdrawn the dispensation will be cancelled without notice.

Your dispensation may be cancelled without prior notice if you breach any of the terms and conditions. The dispensation remains the property of the council and we reserve the right to withdraw the dispensation without prior notice, and where that is the case your vehicle may be issued with a Penalty Charge Notice or removed.

We reserve the right to request at any time any proof documents to check that you continue to meet the requirements for a dispensation.
