Ferndale Low Traffic Neighbourhood Stage One Monitoring Report

A report on the impact of the Ferndale Low Traffic Neighbourhood. This stage one report is part of our continuous monitoring of the scheme.

Upcoming changes

Physical changes

  • New modal filter on the junction of Dalyell Road and Combermere Road to prevent Combermere Road being used as a through route between Landor Road and Stockwell Road. Additional parking restrictions to ensure visibility is maintained at the junction.
  • Relocation of filters on Pulross Road to improve access to the area east of the filters both here and east of the new filter on Ferndale Road. This includes additional road markings to reinforce the no motor vehicle signage.
  • New modal filter on Ferndale Road to remove through traffic between Bedford Road and Brixton. Additional double yellow line restrictions to protect turning space either side of the modal filter.
  • New southbound no-entry on Shannon Grove to prevent the changes to Pulross Road filter recreating the Landor Road to Acre through route.

Other options considered

Trinity Gardens no right turn 

This was considered in the first iteration of the scheme to reduce through traffic volumes through the Trinity Square part of the LTN. As part of the phased introduction of the LTN trial this was not implemented in the first instance and eventually dismissed as traffic data indicated that the majority of through traffic was turning left off Brixton Road and turning back towards Acre Lane which means it was not part of a longer journey using Brighton Terrace as a shortcut. The traffic volumes here are likely higher due to the number of businesses with loading and access requirements immediately off Brixton Road.

Brighton Terrace traffic restriction 

Options to improve the public realm, reduce traffic flows and improve real and perceived pedestrian safety at Brighton Terrace have been considered. Brighton Terrace acts as the primary loading access for businesses loading from Brighton Terrace or Bernays Grove options here so the options available here and within scope of the trial are limited.

No modal filter on Ferndale Road

Low Traffic Neighbourhoods aim to use as few modal filters as possible, to ensure the schemes are clear to motorists and that for local access within the LTN is impacted as little as possible. This is why a modal filter was not introduced on Ferndale Road in the first instance with the expectation that reducing available through routes would be sufficient. The stage 2 traffic data within this report has identified that Ferndale Road requires further measures to be low traffic and to realise the resulting benefits for walking, scooting, wheeling and cycling as well as air quality and noise pollution.

Other locations considered for the Ferndale Road modal filter include immediately east of Allardyce Street on Ferndale Road – with other locations also possible. The location of the modal filter has been selected to ensure residential properties all have the same access and that businesses on the east of Ferndale Road have equal access from Brixton Road and Stockwell Road.
