We achieve Healthy neighbourhoods by reducing through-traffic on residential roads and creating more space for sustainable activities and local businesses.
While the aim is to encourage less car use, we understand that in some specific situations, there might be no alternative access to a property. For example, a one-way system might only allow entry or exit, but not both.
In these rare cases, where there's no other way to get to or from a property, a restricted property access exemption might be considered as part of a traffic filter.
Restricted property access exemptions
These exemptions are only for exceptional circumstances where vehicles must pass through a traffic filter to reach a property because no other route is available.
We want local residents and businesses to register for an exemption if they meet the criteria. This helps us distinguish between local traffic and vehicles using the street as a shortcut.
Because these exemptions are for very specific cases, they apply to a limited number of properties within defined eligible areas.
Who can get an exemption?
Exemptions are only granted in exceptional circumstances to a limited number of properties in defined areas. We assess eligibility based on:
- Property access
- Mapped boundaries

Who cannot register for an exemption?
This exemption form is not for vehicles belonging to external parties that are accessing a local destination. This includes, for example:
- Delivery vehicles
- Taxis or private hire vehicles picking up or dropping off people
- Vehicles used by tradespeople doing a local job
- Visitors to local homes or businesses
We have enforcement methods in place to identify these types of local traffic and distinguish them from through-traffic.
