Domestic Abuse Perpetrator Panel (DAPP)
Following the end of the Prevent and Change (PAC) project in March 2025, Lambeth has introduced the pan-London Drive domestic abuse perpetrator intervention programme.
The programme works alongside the pre-existing interventions offered by RISE's Culturally Integrated Family Approach (CIFA).
Underpinning these initiatives is the Domestic Abuse Perpetrator Panel (DAPP), which is a follow-up meeting from the Multi Agency Risk Assessment Conference (MARAC) to discuss the highest risk perpetrators in Lambeth.

The Drive Project
The Drive Project is a pan-London intervention working with serial perpetrators of domestic abuse, to prevent their abusive behaviour, and to protect victims and survivors.
Drive works to end domestic abuse by focusing on disrupting, challenging, and changing the behaviour of high-harm, high-risk perpetrators who have been assessed as posing a risk of serious harm, or murder, to people they are in intimate or family relationships with.
Drive believes domestic abuse is not acceptable or inevitable.
Drive aims to:
- reduce the number of repeat and new victims
- reduce the harm caused to victims and children
- reduce the number of serial perpetrators of domestic abuse
- intervene early to protect families living with domestic abuse
Lambeth referrals to the Drive Programme come from the DAPP.

Culturally Integrated Family Approach (CIFA) to domestic abuse
CIFA provides tailored services for racialised, disadvantaged and minoritised communities, through a focused and coordinated family and community approach.
Operating across 13 London boroughs including Lambeth, the Culturally Integrated Family Approach (CIFA) scheme is funded by the Mayor’s Office for Policing and Crime (MOPAC) and delivered by Rise Mutual CIC.
Interventions offered include:
- integrated victim safety support
- one-to-one perpetrator delivery
- adult-child to parent intervention
- Lesbian, Gay, Bisexual, Transgender+, Queer, Intersex (LGBTQI+) delivery and outreach work
Alternative interventions include:
- Adult to Parent Inter-Familial Abuse (APFA) - adult-child to parent familial abuse (including elder siblings)
- Respectful Partnerships - works with LGBTQIA+ clients to address cultural or historical influences behind abusive behaviours
- Female Awareness Domestic Abuse (FADA) - one-to-one support for women exhibiting violent behaviour
