Programme information

The New Homes Programme is the plan for developing and monitoring all housing delivery on council owned land. 

The programme will:

  • map and monitor all housing delivery and estate renewal on council owned sites at all stages of the housing delivery and renewal process.
  • establish and monitor progress against delivery targets and the delivery of the commitments within the Estate Renewal Engagement Framework.
  • make best use of grants and subsidies.
  • take a site-by-site approach to determining the best approach for delivery, balancing market factors, site opportunities and constraints, availability of subsidy, and council finances and appetite for risk.
  • enable informed choices around levels and ownership of affordable housing for each scheme, so that access to affordable housing is prioritised.
  • enable informed decisions around other opportunities to secure more affordable homes should budget be available.
  • drive a collaborative approach in order to create a relationship with residents that embodies trust between the council, the providers, and local residents.

‌The programme’s pipeline for council owned sites is made up of a series of development sites and estate renewals. Development sites are deemed to be relatively straightforward and development ready, whereas the renewal estates have residents who need to be carefully considered throughout the renewal process.
