Applicants can use the national Planning Portal service or use the council’s digital tools.

Most planning applications (excluding pre-applications) can be submitted using this service. Fees may apply to use this service.

You apply for a Lawful Development Certificate or Householder planning permission using our new tools.
These are in development and you may encounter some bugs and issues.
There is no fee for submitting cases using these tools.

Before you apply, you can download a copy of the relevant application form from the Planning Portal.

You must quote the proposal site and/or application reference number (if known) when making your payment.
How much it will cost
Planning application fees
Central government sets out in law the fees required for different kinds of planning application.
Planning Portal offers an online fee calculator to help you choose the correct fee for your application.
They also maintain a simplified guide to planning application fees which is updated annually for information purposes.
Approval of conditions/details reserved by condition
Applications for discharge of one or more conditions will be dealt with as a single application. This means that if part of the submission is unacceptable, there is a risk that the whole application will be refused.
If you want to avoid this situation, you should submit your conditions for approval individually and pay the relevant fee for each separate application.
Discretionary charges
From Monday 4 August 2025, new discretionary administration charges will apply to your applications.
They cover the administrative and validation processes associated with the handling of applications.
Charges for submitting by email or post
If you choose to submit your application by post or email, you will need to pay the planning application fee and an additional administration fee before your application can be accepted.
We offer free methods to submit an application using our new digital tools.

Holding invalid applications for 35 days or more
If you do not provide the necessary information requested by the council for your application within 35 days of our request and your application is therefore withdrawn as invalid, we will retain an administration fee to cover our costs.

What to submit with your application
If you are not familiar with the planning application process we recommend that you review our planning application process guide. This includes guidance on what to submit with your application.
We also publish a list of the 10 most common reasons an application is invalid. Ensuring that you have properly completed your application form and have submitted all of the necessary supporting information will avoid an unnecessary delay before we consider your application.
Your personal information when submitting an application
When you submit a planning application to us we will publish it on our planning application database and in our weekly planning lists. The information published will include the site address, the applicant's name, and the agent's name and address. The drawings and documents submitted with the application will also be published on the planning application database. We may also share your application with other teams in the council and with external partners who provide expertise through the consultation process.
In the event of an appeal, your application, including personal information, may be passed on to the Planning Inspectorate. They may share your information in a different way to us and so we recommend that you read the Planning Inspectorate privacy policy prior to submitting an application.
