Use this guide to find information about planning enforcement. 

Enforcement Notice Compliance Certificates (ENCCs)

If a planning enforcement notice has been complied with, you can request an ENCC to confirm this. 

An ENCC confirms that the requirements of a planning enforcement notice have been met (where they have been).  

This may be useful if you are selling a property where a planning enforcement notice has been served, as it can help speed up conveyancing and the sale process. It can also provide reassurance that the notice has been complied with. 

If you have received the results of a local land charges search from Lambeth, compliance with a planning enforcement notice may already be included in the search results. 

Apply for an ENCC 

The fee for an ENCC is £288. 

To apply for an ENCC you’ll need to: 

  1. Pay the fee using our online payments form. When making your payment, clearly state that the payment is for an ENCC.
  2. Submit your request using our ENCC request service.

What happens next 

Once we receive your payment and request, we will assess your application. 

This may require: 

  • an off-site file retrieval
  • a site visit 

If a site visit is required, we will contact you using the details provided in your request. 

We cannot guarantee a response time because of circumstances outside our control. However, we aim to provide a response to your application for an ENCC within 15 working days of receiving your payment and request. 

Request withdrawal of a planning enforcement notice 

If an ENCC has been granted, you can request that the planning enforcement notice is withdrawn. 

To request a withdrawal you’ll need to: 

  1. Pay the fee of £192 using our online payments form. When making your payment, clearly state that the payment is for a planning enforcement notice withdrawal.
  2. Submit your request using our planning enforcement notice withdrawal request service.

What happens next 

Once we receive your payment and request, we will: 

  • review your request
  • either withdraw the planning enforcement notice or explain why we are unable to do so 

We cannot guarantee a response time because of circumstances beyond our control. However, we aim to provide a response to your enforcement notice withdrawal request within 15 working days of receiving your payment and request.
