West Norwood and Tulse Hill town centres
West Norwood and Tulse Hill are undergoing a programme of change ranging from street and park improvements to research and development around key business and industrial areas.
Over recent years and across the next few years the area will have benefitted from a total of around 30 million pounds worth of capital investment. It is an exciting period for the communities in this area, who have a real opportunity to get involved and support positive change.
We have invested heavily in new facilities and improvement projects within the community in recent years, such as:
We are also working closely with local businesses, supporting the recently established Station to Station Business Improvement District (BID).
Visioning West Norwood and Tulse Hill
The Visioning West Norwood and Tulse Hill programme has seen a process of information gathering and master planning being developed for the local area over the last year. This programme has outlined the vision for the area, identified local community priorities and highlighted opportunities for development and investment in the area. It has a particular focus on the West Norwood Commercial Area and Site 18 (282-362 Norwood Road). These remain the most significant opportunities for investment and environmental improvement in the area.
The Visioning West Norwood and Tulse Hill programme consists of:
- an Economic Vision for the area
- a Refresh of the 2009 Masterplan
- a Health Check for the Key Industrial Business Area (KIBA)
- the production of a Co-operative Local Investment Plan (CLIP).
Norwood Co-operative Investment Plan (CLIP)
When Lambeth Council gives planning permission for new developments, developers provide the council with payments to fund local improvements.

Station to Station Business Improvement District (BID)
Businesses within West Norwood and Tulse Hill have come together to form the Station to Station BID Steering Group. The group are developing plans for a BID within the area.
The proposed BID will incorporate both West Norwood and Tulse Hill high streets, the Parkhall Business Centre and the industrial business area in West Norwood.

Understanding demand for workspace
In April 2022, Lambeth Council and Station to Station BID commissioned Avison Young to undertake a demand-led intelligence study to understand what demand there is for workspace in the area.
