Charting the history of proposed Housing Estate Permit Parking (HEPP)

Following legislative changes introduced on 1 October 2012, under the 'Protection of Freedoms Act 2012: Recovery of Unpaid Parking Charges', the council's enforcement actions against unauthorised parking were restricted. 

As a result of these changes, we lost our ability to safeguard our land from unauthorised users taking advantage of parking on our housing estates.

To address this issue and effectively respond to such misuse which negatively impacts so many residents, the implementation of Traffic Management Orders (TMOs) becomes crucial in enforcing parking regulations.

Many of Lambeth's housing estates are currently facing parking challenges, especially due to commuter vehicles illegally parking on our estates, making it difficult for genuine Lambeth residents to park near their homes.

The enforcement of parking regulations on other estates in the borough has proven beneficial, notably in:

  • reducing parking-related stress
  • minimising the likelihood of antisocial behaviour 
  • decreasing the risk of motorists parking in ways that obstruct emergency vehicles and impede the work of contractors, including waste collection services.
