Kennington, Oval and Vauxhall Neighbourhood Plan

On 23 January 2026 the council made the decision to make (formally adopt) the Kennington, Oval and Vauxhall (KOV) Neighbourhood Plan (PDF 12.9KB). The KOV Neighbourhood Plan forms part of Lambeth’s Development Plan and carries full weight in planning decisions within the KOV Neighbourhood Area. Neighbourhood Plan preparation

In line with Regulation 14 of the Neighbourhood Planning (General) Regulations 2012 (‘the 2012 Regulations’), the Kennington, Oval and Vauxhall (KOV) Neighbourhood Forum carried out a consultation on the pre-submission version of the Kennington Oval and Vauxhall (KOV) Neighbourhood Plan between 25 March 2024 and 13 May 2024.

On 31 December 2024, the submission version of the draft KOV Neighbourhood Plan and supporting documents were submitted to the council in line with Regulation 15 of the 2012 Regulations. After concluding that the draft Plan met the requirements set in the Regulations, the council published the draft KOV Neighbourhood Plan for consultation for a period of 6 weeks between 31 March and 12 May 2025 (Regulation 16 publication period).

Examination

In agreement with the KOV Forum, Jill Kingaby BSc (Econ) MSc MRTPI was appointed by the Council to undertake the examination of the draft KOV Neighbourhood Plan. The examination formally commenced on 23 May 2025, when the representations received in the course of the Regulation 16 publication period were forwarded to the Examiner.

The following documents were exchanged between the Examiner, the KOV Neighbourhood Forum and the council during the examination process:


On 29 September 2025 the Examiner issued their final report for the examination of the Kennington, Oval and Vauxhall Neighbourhood Plan (see ‘Referendum’ section below).

Referendum

On 28 October 2025, having considered the Examiner’s final report for the Examination of the KOV Neighbourhood Plan, the council made the following decision:

  1. To accept all the modifications recommended by the Examiner in their report and the minor non-material modifications recommended by Officers for the purpose of correcting errors,
  2. For the draft KOV Neighbourhood Plan as modified to proceed to referendum, and
  3. For the referendum area to be the designated Kennington, Oval and Vauxhall Neighbourhood Area.

The referendum on the Kennington, Oval and Vauxhall (KOV) Neighbourhood Plan took place on Thursday 11 December 2025. In line with Regulation 4 of the Neighbourhood Planning (Referendums) Regulations 2012 (‘the 2012 Referendums Regulations’), the council published a  Referendum Information Statement (PDF, 318.71KB)  alongside the specified documents below:

The referendum had a turnout of 10%. This translates into a total of 2,370 voters of which 1,972 (83%) voted in favour of the KOV Neighbourhood Plan being used by the council to help deciding planning applications within the KOV Neighbourhood Area. 398 voters (17%) voted against. Adoption

On 23 January 2026, the council made the decision to make (formally adopt) the Kennington, Oval and Vauxhall (KOV) Neighbourhood Plan (PDF 12.9KB). The KOV Neighbourhood Plan forms part of Lambeth’s Development Plan and carries full weight in planning decisions within the KOV Neighbourhood Area.

In line with Regulation 19 of the Neighbourhood Planning (General) Regulations 2012, as soon as possible after deciding to make a neighbourhood plan, the local planning authority must publish the decision statement (PDF 46KB) setting out the decision and their reasons for making that decision. This statement can also be inspected alongside a copy of the adopted KOV Neighbourhood Plan at the two local libraries, Durning Library and Tate South Lambeth Library, during normal opening hours, and by appointment at the Lambeth Civic Centre.

Designation of the Kennington, Oval and Vauxhall Neighbourhood Area and Forum

On 13 July 2015 the council approved the designation of the Kennington, Oval and Vauxhall Neighbourhood Area and Neighbourhood Forum. The council formally consulted on the applications for neighbourhood area and forum designation between 20 April 2015 and 1 June 2015.

On 11 June 2021 the council approved the redesignation of Kennington, Oval and Vauxhall (KOV) Neighbourhood Forum. Formal consultation on the re-designation application took place between 11 January 2021 and 22 February 2021.
