Purchasing cycle hire and car club memberships to comply with Section 106 agreements (s106)

Use this guide to help you understand the steps required to purchase car club and cycle hire memberships to meet s106 planning obligations and what documentation to submit to Lambeth to discharge your obligations. 

Purchasing car hire memberships

You must buy car club memberships from a provider that meets Lambeth Council's section 106 requirements. 

There are currently 3 approved car club operators in Lambeth: 

  • Co-Wheels
  • Enterprise Car Club
  • Hertz 24/7 

We recommend you choose an operator that gives residents access to a car club bay within walking distance of the development.

If there are no suitable car club options near your development, contact the Development Infrastructure team as early as possible. 

When to arrange car club memberships 

Start arranging the memberships several months before residents are due to move in. 

This gives you enough time to: 

  • arrange and pay for the memberships
  • get the required documents from the car club operator
  • submit your evidence to us before the deadline set out in your section 106 agreement

What you need to provide 

When you contact an operator, give them: 

  • the development address and postcode
  • the number of homes in the development
  • the planned date for residents to move in
  • the planning application reference number
  • details of the car club requirement in your section 106 agreement 

You should also send them a copy of your section 106 agreement. They can use this to advise you which membership you need. 

The operator will then give you: 

  • an agreement or contract to sign
  • information about costs
  • information about how residents can access the car club
