Purchasing cycle hire and car club memberships to comply with Section 106 agreements (s106)

Use this guide to help you understand the steps required to purchase car club and cycle hire memberships to meet s106 planning obligations and what documentation to submit to Lambeth to discharge your obligations. 

Purchasing car hire memberships

Car club memberships should be purchased from car club providers who are accredited by Collaborative Mobility UK (CoMoUK).

Following Zipcar's exit from the UK market, Enterprise Car Club is currently the only operator in Lambeth that meets the council's section 106 car club requirements.

The council is actively seeking additional operators to expand local provision. This webpage will be updated if and when new operators are introduced in Lambeth.

If you are facing difficulties to purchase memberships due to limited local provision, please contact the Development Infrastructure team as early as possible.

We recommend that you start organising the purchase of car club membership several months before the planned occupation date to ensure there is sufficient time to complete the purchase and then submit the evidence to discharge the obligation before occupation (or the relevant trigger).

When contacting the chosen car club, please provide the:

  • address and postcode of the development
  • number of dwellings at the development
  • total number of parking spaces at the scheme
  • proposed occupation date
  • planning application reference number
  • s106 requirement for the car club. It is a good idea to provide a copy of the s106 legal agreement to the car club provider so they can advise what type of membership is required.

The car club operator will provide you with an agreement letter or contract for signing, information on costs and how residents will be able to access the car club offer.
