Purchasing cycle hire and car club memberships to comply with Section 106 agreements (s106)

Use this guide to help you understand the steps required to purchase car club and cycle hire memberships to meet s106 planning obligations and what documentation to submit to Lambeth to discharge your obligations. 

Purchasing cycle hire memberships 

The only approved cycle hire provider is Transport for London (TfL) and their Santander cycle hire scheme.  

Memberships for dockless cycle hire providers such as Lime, Human Forest etc, are not currently supported. 

We recommend that you start organising the purchase of cycle hire membership several months before the planned occupation date to ensure there is sufficient time to complete the purchase and then submit the evidence to discharge the obligation before occupation (or the relevant trigger).

Small scale developments (under 100 memberships)

Please complete the online form for a Santander Cycles business account.

  • The form asks for a ‘company name’. If you are purchasing as an individual rather than a company, please enter ‘N/A’ here.
  • In the ‘Your enquiry’ field, state that the enquiry relates to s106 obligations and provide details of the memberships required, including the number of memberships and the desired expiry date for the codes which would usually be 3 years from the first occupation date. One promo code covers 1 year of membership, so 3 promo-codes will be required to secure a 3 year membership for each flat or residential unit.  Please also list the planning reference number for the obligation that you need to discharge.
  • Please see below some suggested wording based on a standard requirement that 3 year memberships are required. Please check the details of your s106 agreement to confirm the length of memberships required for the development. This will normally be found in the ‘definitions’ section of your s106 agreement. 

Our suggested text for the ‘Your Enquiry’ part of the form

Sections that need updating for your development are in square brackets, with guidance of what is required: 

“Purchase Of Memberships Required by s106 Agreement for a Small Development

I would like to purchase cycle hire membership(s) to comply with s106 requirements for a development at [address of development]. The associated planning reference number is [XX/XXXXX/XXX…]

I require memberships for [number of flats] flats.

Each membership shall cover a period of 3 years, so I require 3 cost codes for each flat with expiry date of [give date of 3 years from planned first occupation in dd.mm.yy format].

Please contact me so that I can purchase the memberships.”

  • TfL will request further details to set up an account and issue an invoice for memberships.
  • Once the invoice is paid, promo-codes are issued by email with guidance on how occupiers of the development will be able to use the promo-codes.

Large scale Developments (over 100 memberships)
