Statutory consultations
You can view our proposals and participate in any active statutory consultation for current static (parking related) restrictions included in traffic or parking schemes via our map based Streets online portal.
For any other proposals not included in the online portal this page provides details of proposals that have been advertised and are subject to statutory consultation. You can find all the relevant documents concerning Traffic Management Orders (TMOs), Stopping-Up Orders (made under the Town and Country Planning Act 1990) and notices for the installation and provision of new pedestrian crossings and road humps that are currently out for statutory consultation.
Traffic Management Orders are documents which provide the legal backing for the enforcement of traffic restrictions and parking schemes under the relevant national legislation.

Vauxhall Pleasure Gardens, Healthy Neighbourhood - Experimental Traffic Restrictions in Glasshouse Walk, Goding Street, Newburn Street, Sancroft Street, St Oswald’s Place, Tyers Street and Vauxhall Street (Ref 171)
The Council has made an Experimental Order, coming into effect on 28 November, prohibiting motor vehicles from using various roads in the Vauxhall Pleasure Gardens Area as through roads. Dulwich Road and King Edward Walk: amendments to electric scooter and dockless cycle hire bays, introduction of waiting restrictions (Ref 157)
The council is proposing minor adjustments to electric scooter and dockless cycle hire parking places in Dulwich Road and the introduction of waiting restrictions in King Edward Walk. Experimental introduction of bicycle parking hangars in various roads in the Waterloo area and removal of existing parking spaces to accommodate those hangars (Ref 109)
The council is introducing secure bicycle parking hangars at each of the locations specified in the Press Notice. 2.7 metres of any existing parking space at these locations will be removed to accommodate new parking places in which the hangars would be situated. These measures will all be introduced as an experiment in the first instance. The council is introducing an experimental pedestrian zone in the southern section of Goding Street where motor vehicles are prohibited except for loading. Proposal to increase penalty charges for parking contraventions (Ref 117)
The council is proposing to amend the Penalty Charge Banding relating to the enforcement of parking Penalty Charge Notices in the London Borough of Lambeth and implement a uniform Band A tariff across the borough. This does not include Bus Lanes and Moving Traffic Contraventions which are already set at Band A tariff across the whole of London – see the Press Notice for further details.

School Streets Scheme 5a - Experimental road closures and pedestrian and cycle zone: Dalkeith Road, Rosendale Road and Turney Road (Ref 102)
The Council is introducing an experimental school streets scheme in Dalkeith Road and parts of Rosendale Road and Turney Road. The part-time closure of 8.15am to 9.15am and 2.45pm to 3.45pm Mondays to Fridays, during school term-time. School Streets Scheme Phase 5 – various roads: Experimental road closures and pedestrian and cycle zones (Ref 92)
The council is closing the roads or parts of roads specified in the press notice to all motor vehicles at certain times of the day by introducing pedestrian and cycle zones, initially as an experiment. The road closures and pedestrian and cycle zones will operate in those roads at the times specified in this notice on Mondays to Fridays inclusive, although it is anticipated that they will only operate during those hours in school term-time. Objections may be made to the road closures and the pedestrian and cycle zones being continued on a permanent basis – see the Press Notice for further details. The council has consolidated the provisions of all existing moving traffic Orders in the London Borough of Lambeth into a new ‘parent Order’ with new Articles and ‘map-based’ schedule. Streatham Wells LTN: Experimental suspension of prohibition of access restrictions on Culverhouse Gardens, Gleneldon Road, Leigham Avenue and Valley Road
The council is amending the current experimental order banning motor vehicles from using various roads in the Streatham Wells Area to introduce an additional exemption for buses and taxis. These measures will all be introduced as an experiment in the first instance. Morrish Road: Experimental traffic restrictions, amendments to a parking place and introduction of 40 minute loading bay (ref 81)
The Council will be removing a redundant disabled bay and extending a shared use parking place, and amending double yellow lines to enable the installation of a 20m loading bay in support of local businesses in Morrish Road. These measures will all be introduced as an experiment in the first instance so their effect can be assessed before a decision is made about whether to continue them permanently. Lambert Road, Mandrell Road, Minet Road, Mountearl Gardens, Mount Nod Road, Strathlevin Road, and Studley Road. (Ref 60)
The Council is creating school streets schemes for Allen Edwards, Dunraven/Livity, Henry Cavendish, Loughborough, and Sudbourne schools by closing part of Dingley Lane, Lambert Road, Mandrell Road, Minet Road, Mountearl Gardens, Mount Nod Road, Strathlevin Road, Studley Road, and Woodfield Avenue to all motor vehicles except permit holders at certain times of the day by introducing a pedestrian and cycle zone, initially as an experiment. The road closures and pedestrian and cycle zone can operate between the times listed in the Press Notice on Mondays to Fridays, although it is anticipated that they will only operate during those hours in school term-time. Objections may be made to the road closures and the pedestrian and cycle zone being continued on a permanent basis – see the Press Notice. Introduction of electric vehicle charging places in various roads throughout the borough on an experimental basis
The council will be introducing new electric vehicle charging places on an experimental basis, some of which will be for certain CPZ permit holders only, in various locations as specified in the Press Notice. If there is any existing parking space at the locations specified in Schedule 2 or 3, this will be removed to accommodate the new electric vehicle charging places. Objections or other comments may be made to the measures being continued on a permanent basis – see paragraph 6 of the Press Notice. Experimental introduction of motor vehicle restrictions, one-way working and waiting restrictions as part of the South Bank Spine Route Public Realm Project
The council will be introducing two sets of no motor vehicles restrictions on Belvedere Road / Upper Ground around Waterloo Bridge, converting the coach drop-off bays to double yellow lines on Waterloo Bridge Up-Ramp and a one-way working on Upper Ground with a contra-flow cycling provision. Consolidation and review of Traffic Management Orders (providing on-street parking places, loading places as well as waiting, loading and stopping restrictions) and their migration to a 'Map-based' Schedule format
These Orders consolidate the provisions of all existing Orders (designating on-street charged-for parking places, free parking places, loading places and waiting, loading and stopping restrictions on streets in the London Borough of Lambeth, including the terms and conditions for the use of on-street charged-for parking places, free parking places, loading places and waiting, loading and stopping restrictions, updated where necessary so as to reflect the council’s current parking policy in terms of eligibility for permits and applicable fees and charges and any applicable exemptions), and provide for the use of a ‘map-based’ schedule, forming part of and to be read in conjunction with the Orders, describing the location, type of the restriction, class of vehicle, the hours of operation and where applicable, the Controlled Parking Zone in which the parking places are located and any permit types to be displayed on or indicated in relation to vehicles left therein.
Please note: There is no change to the existing layout, type or amount of provision of on-street charged-for parking places, on-street free parking places, loading places and waiting, loading and stopping restrictions, or to the terms of use thereof (and any applicable fees and charges) as is currently published online by the council, as a result of the making of this Order. - see Press notice for further details.
