The Traffic Management Order process and statutory consultation documents
This page provides documents about current Traffic Management Orders (TMOs), Stopping-Up Orders (made under the Town and Country Planning Act 1990) and notices for the installation and provision of new pedestrian crossings and road humps that are currently out for statutory consultation.

TMOs are documents which provide the legal backing for stopping-up public highway and the enforcement of traffic restrictions and parking schemes under the relevant national legislation.
School Streets Scheme - Various roads: Road closures and Pedestrian and Cycle zones
The Order continues indefinitely the closure of the roads or parts of the roads (specified in paragraph 4 and the schedules to the Press notice below) to all motor vehicles at certain times of the day by making permanent the experimental pedestrian and cycle zones in those roads. The road closures and pedestrian and cycle zones will continue to operate in those roads at the times specified in the Press Notice on Mondays to Fridays inclusive, although it is anticipated that they will only operate during those hours in school term-time. School Streets - Statement of Reasons
Introduction and removal of disabled persons' parking places in various locations within the Borough Batch 1 2022/23
Proposals for the removal of certain disabled persons’ parking places where they are no longer required and the introduction of new disabled persons’ parking places where they are needed. In controlled parking zones, this will involve (a) the introduction of new parking spaces where the disabled persons’ parking places are removed; and (b) the removal of existing parking space to accommodate the new disabled persons’ parking places. Consolidation and review of Traffic Management Orders (providing on-street parking places, loading places as well as waiting, loading and stopping restrictions) and their migration to a 'Map-based' Schedule format
Proposals to consolidate the provisions of all existing Orders (designating on-street charged-for parking places, free parking places, loading places and waiting, loading and stopping restrictions on streets in the London Borough of Lambeth, including the terms and conditions for the use of on-street charged-for parking places, free parking places, loading places and waiting, loading and stopping restrictions, updated where necessary so as to reflect the Council’s current parking policy in terms of eligibility for permits and applicable fees and charges and any applicable exemptions), and to provide for the use of a ‘map-based’ schedule, forming part of and to be read in conjunction with the Orders, describing the location, type of the restriction, class of vehicle, the hours of operation and where applicable, the Controlled Parking Zone in which the parking places are located and any permit types to be displayed on or indicated in relation to vehicles left therein.
Please note: There would be no change to the existing layout, type or amount of provision of on-street charged-for parking places, on-street free parking places, loading places and waiting, loading and stopping restrictions, or to the terms of use thereof (and any applicable fees and charges) as is currently published online by the Council, as a result of the making of this Order. The introduction of new electric vehicle charging places, some of which will be for certain CPZ permit holders only, in various locations as specified in paragraph 2 and the Schedules to this Notice. If there is any existing parking space at the locations specified in Schedule 2 or 3, then this will be removed to accommodate the new electric vehicle charging places. Proposals to provide secure bicycle parking hangars at each of the locations specified in paragraph 2 of the Press Notice below. Orders extend the Streatham Hill East “M” CPZ to include part of Hillside Road, part of Palace Road and the whole of Tredwell Close and to formalise the disabled persons parking places in Palace Road outside the Palace Road Surgery. On-street parking places and new double yellow line waiting restrictions would be introduced in the extended CPZ. There will be no changes to the existing disabled persons’ parking places or the existing cycle hangar on site in Hillside Road. Proposals to ban motor vehicles from using a section of St. Matthew’s Road as a through road, to ban waiting by vehicles at any time in certain lengths of Atlantic Road, Railton Road, Shakespeare Road and Vining Street, to ban loading at any time in certain lengths of Vining Street and Atlantic Road, to remove parking space in St. Matthew’s Road, Shakespeare Road and Vining Street, to provide a new loading bay in Vining Street. Also proposed is the introduction of raised tables in Atlantic Road, Vining Street and Railton Road and a Copenhagen style blended crossing in Shakespeare Road. Orders ban motor vehicles from using certain roads as through roads and ban waiting by vehicles at any time in certain lengths of roads in the Streatham Hill Area. These measures have previously been trialled as part of an experiment and a decision has now been made to revoke any existing experimental orders that remain in force and to introduce the scheme indefinitely. - see Press notice for further details.

Proposals to ban motor vehicles from using certain sections of roads, to ban waiting by vehicles at any time in certain lengths of Albert Square, Claylands Road, Dorset Road and Palfrey Road, to remove parking space in Albert Square, Claylands Road, Dorset Road and Fentiman Road, to relocate one disabled parking bay in Dorset Road, to provide new loading bays in Dorset Road and a new bicycle hangar in Fentiman Road. Goding Street: Permanent pedestrian zone
The pedestrian zone in Goding Street will be made permanent, which will ban all vehicles from entering part of Goding Street on Friday evenings and at weekends. The order also makes permanent the “at any time” waiting restrictions and the removal of a motorcycle parking area in part of Goding Street (within the pedestrian zone). - see Press notice for further details.

The introduction, on an experimental basis, of waiting restrictions on The Pavement, both sides, outside and opposite Nos. 17 to 22 The Pavement and loading restrictions on the north-east side, outside Nos. 17 to 22 The Pavement. The existing time limited parking place in this location will be removed. Continuation of the Ferndale Low Traffic Neighbourhood
Orders making permanent the ban on motor vehicles from using various roads in the Ferndale Area as through roads and the introduction of double yellow line waiting restrictions, the removal of some permit holders and pay by phone parking space, the relocation of solo motorcycle parking areas and the provision of a loading place will also be provided. Proposals to introduce new “at any time” waiting restrictions (double yellow lines) in parts of Abercairn Road, Ardlui Road, Aytoun Road, Blenheim Gardens, Bloomhall Road, Bowden Street, Cawnpore Street, Hermitage Lane, Kings Avenue, Lavengro Road, Mountearl Gardens, Robsart Street, Rothschild Street, Salter’s Hill, Stewart’s Road, Thorncroft Street, Tivoli Road, Towton Road, Tulsemere Road, Victoria Crescent, Windsor Close and Windsor Grove. Parking places are being provided for electric scooters which are for hire in the trial of electric scooters (e-scooters) being introduced as part of the trial by Transport for London, London Councils and participating London Boroughs. The Cut and Greet Street: Experimental traffic restrictions
These restrictions will ban vehicles from using The Cut as a through road, between Short Street and Hatfields; replace the one-way traffic system in Greet Street, between Cons Street and The Cut, with a ban on vehicles entering at one end and a ban on all vehicles (except pedal cycles) entering at the other end; suspend a loading bay and a parking place in The Cut, replacing them with “at any time” waiting and loading restrictions; and impose “at any time” loading restrictions in The Cut, between Short Street and Hatfields, all initially as an experiment. Larkhall Rise Bridge: Experimental ban on North-Eastbound motor vehicles using Larkhall Rise as a through route at the bridge, and rearrangement of cycle lanes
This relates to banning motor vehicles from proceeding on Larkhall Rise bridge in a north-easterly direction while making changes to the way pedal cyclists can cross the bridge so as to provide sections of carriageway for pedestrian use, as an experiment. This Notice is about amendments to the layout of parking bays, waiting and loading restrictions on Hatfields near its junction with The Cut. Shared use and disabled persons parking places on the west side will be removed and replaced with “at any time” waiting and loading restrictions.
